Biography

Abdel Rahman al-Buzzaz was born on February 20, 1913 in the village of Anse of the province of Ramadi in the family of a rural teacher. In 1935 he graduated from Baghdad College of Law, in 1940 he was appointed assistant professor of this college. Doctor of Law [1] , studied at Baghdad University and at King's College London [2] . The author of several works on Arab nationalism, in the field of law, the history of Islam and the history of Iraq [1] [3] .

In 1941, for participating in an anti-British student movement in support of a pro-German military coup led by Rashid Ali al-Gaylani, he was imprisoned for three years [3] [2] .

After his release in 1944 [3] he was engaged in private legal practice [1] , while being a judge of the Supreme Court in Baghdad [2] . In 1953 he became dean at the Baghdad College of Law, but was soon transferred to diplomatic work and in 1954-1955 served in the Iraqi mission in Cyprus [1] . After returning to Baghdad in 1955 he returned to the post of dean of the Faculty of Law of the Baghdad College of Law [2] . After the fall of the monarchy in July 1958, he became dean of the Faculty of Law and the Department of Trade and Economics of Baghdad University, a member of the Court of Cassation of Iraq [1] .

In 1959 he emigrated to the United Arab Republic [2] [3] , taught at Cairo University, and since 1962 he was director of the Higher Arab Institute [1] .

From March 1963 - (after the first advent of the Ba'ath Party to power) - ambassador to Egypt, then, from August 1963 - to the UK [1] . In 1964-1965 - At the same time, OPEC Chairman [1] .

Since September 6, 1965 - Deputy Prime Minister and Minister of Foreign Affairs, acting Minister of Oil [1] in the government of the Air Force Commander General Aref Abdul Razzak . After the new Prime Minister made an unsuccessful attempt at a military coup [4] on the morning of September 15, 1965, Iraqi President Marshal Abdul Salam Aref ordered al-Buzzaz to form a new cabinet. On the evening of September 21, 1965, the new government was sworn in. At the same time, a law was passed on the dissolution of the National Council for the Leadership of the Revolution and the transfer of legislative functions for the transition period to the Iraqi Council of Ministers. As Prime Minister al-Buzzaz (the first civilian head of government since 1858), advocated for a tougher solution to the Kurdistan problem, but continued negotiations to resolve it [5] .

April 13-16, 1966 - Acting President of Iraq (after the death of Abdul Salam Aref ). On June 30, 1966, the government succeeded in suppressing a new attempt at a military coup made by General Abdel Razzak [6] . He visited the USSR on July 27 - August 2, 1966, giving a new impetus to broad economic and military cooperation between the Soviet Union and Iraq [7] .

In 1968, after the Ba'athist coup, he was arrested. In the summer of 1969, together with the former Minister of Defense, Abdel Aziz al-Ukayli was convicted and received a long prison term. In 1970, due to health problems, he was placed under house arrest and soon died.
