Geography
Huai'an City District is located on the southern and eastern shores of Hongzehu Lake.
History
In 486 BC e. at the command of Fucai, the wan of the kingdom of U , a canal was dug in these places connecting the Huaihe River with the Yangtze water system. This was one of the first hydraulic structures that subsequently developed into the Great Canal of China . Being on such an important waterway gave impetus to the development of the region. However, despite the fact that these lands were actively used for almost two and a half thousand years, until the late Middle Ages they were not combined into a single administrative structure.
After the founding of the Ming empire, the Huaiyang Government (淮安 府) was established, which controlled the entire part of modern Jiangsu province that lies north of Yangtze; initially, the government was directly subordinate to Nanjing, and after the transfer of the capital from Nanjing to Beijing, to the province of Nanzhili. After the Manchu conquest , the Qing empire retained the structure of the Ming empire in these places, only the Nanzhili province was renamed Jiannan. After the Xinhai Revolution , a reform of the administrative structure was carried out in China, and in 1913 the councils were abolished.
During the Second World War, these places became part of the Huaihai Province created by the pro-Japanese puppet government .
In 1949, Huaiyin Special Area (淮阴 专区) was established, consisting of 10 counties. Huaibao County was disbanded in 1950, and the urbanized part of Huaiyin County was allocated to a separate city of Qingjiang (清江 市); thus, the special district now included 1 city and 9 counties. In subsequent years, the transitions of counties between neighboring special regions continued, the elimination of some counties and the creation of others.
In 1970, Huaiyin Special District was renamed Huaiyin County (淮阴 地区).
In 1983, Qingjiang City and Huaiyin County were disbanded, and Huaiyin City District was formed; The territory of the former Qingjiang city was divided along the canal into the Qinghe and Qingpu districts.
In 1987, the Suqian and Huai'an counties were transformed into urban counties.
In 1996, Suqian City County and three more counties were allocated to a separate Suqian City District, while Guangnan County was transferred to Lianyungang City District.
In 2000, Huaiyang City County was disbanded, and Huaiyin City District was renamed Huaiyang City District; the former Huaiyang County became the district of Chuzhou in its composition, and Huaiyin County became the district of urban subordination.
In 2012, the Chuzhchou District was renamed the Huai'an District.
In 2016, Hongjie County was transformed into an area of urban subordination, and the Qinghe and Qingpu districts were merged into the Qingjiangpu District.
