He graduated from Orenburg secondary school No. 40 with honors. After graduation, he studied at the Faculty of Motor Transport of the Orenburg Polytechnic Institute (now FGBOU VPO Orenburg State University).

From 1986 to 1988 he served in the Soviet Army .

Since 1989, he was deputy secretary, secretary of the Komsomol committee of the Orenburg Polytechnic Institute.

From 1991 to 1994 he worked as the head of the youth affairs department of the administration of the Dzerzhinsky district of Orenburg.

In 1996 he graduated from the Moscow State Law Academy ( Moscow State Law University named after O. E. Kutafin).

From 1994 to 2000 - Deputy Chairman, Chairman of the Youth Affairs Committee of the Administration of the Orenburg Region.

In 2000, he was appointed head of the organizational and inspection department of the administration of the Orenburg region.

From 2001 to 2002, he was Deputy Mayor of Orenburg for work with territories and computer science.

From 2002 to 2006 he worked as the Deputy Governor of the Orenburg Region - the head of the apparatus of the Governor and the Government of the Orenburg Region.
