Performance Measurement
As a result of the tough violent actions of Najar and other senior Iranian officials in suppressing the protests after the 2009 elections, the United States accused Iran of serious human rights violations. The US Treasury Department announced the following about Najar: “Mostafa Mohammad Najjar was appointed deputy commander of the armed forces in November 2009 and placed at the head of the police force to“ ensure order and security. ” He stood behind the authorities ’reaction to the protests on Ashur’s day, one of the holiest Shiite Islamic holidays, which coincided in December 2009. State-run media reported 37 killed and hundreds arrested.
