Valukhin, Konstantin Nikolaevich

Konstantin Walukhin ( 1901 , Alatyr , Simbirsk Province , Russian Empire - June 22, 1940 ) - Soviet employee of state security organs and party leader, headNKVD in the Omsk Region (1937–1938), 1st Secretary of the Sverdlovsk Regional Committee of the CPSU (B.) (1938). He was a member of the special troika of the NKVD of the USSR .

Biography

Valukhin Konstantin Nikolaevich, 1938

Born in the family of a famous photographer in Simbirsk province [1] . He studied at the school of the 2nd stage and in the mining school. In 1920 he was mobilized in the Red Army , served as a machine gunner. In the same year he was transferred to the system of special departments of the Cheka , where he was chief of a machine-gun team. In 1921-1925 He served in the special divisions of the 4th Petrograd Division, the North Caucasus Military District and the 6th Cavalry Brigade in Bukhara .

In February 1921, as part of a group of security officers, he was sent to work in the city of Temryuk in the North Caucasus. As part of the special operations group of the 9th Army, he takes an active part in the liquidation of gangs in Kuban. Then, as an assistant chief of a separate unit of a separate cavalry brigade, he participates in the defeat of the Basmachi gangs in Eastern Bukhara . In the years 1925-1927 He was a cadet of the OGPU Higher Border School, after which he continued to serve in special departments of the 9th Don Cavalry Division, the North Caucasian Military District and the OGPU Representative Office for the North Caucasus Territory . From January 1934 - Assistant, from June 1936 - Deputy, and from December 1936 - Head of the Special Department of the State Security Directorate of the NKVD of the North Caucasus (from March 1937 - Ordzhonikidze District). In January 1936 he received the rank of senior lieutenant of state security, and in December of the same year - captain of state security. In May 1937, he was appointed Assistant Chief of the NKVD of the Ordzhonikidze Territory, and in August - Head of the UNKVD of Omsk Region .

This period was marked by the entry into the special troika , created by order of the NKVD of the USSR of 30.07.1937 No. 00447 [2] and active participation in the Stalinist repressions [3] . With the coming to the leadership of the Omsk Administration of the NKVD, Valukhin launched mass repressions in the province, defeated the Omsk party organization led by the First Secretary of the Regional Committee of the CPSU (B.) Dmitry Bulatov .

On December 12, 1937, the working people of the Tyumen electoral district were elected to the Council of the Union of the Supreme Soviet of the USSR of the 1st convocation.

Final stage

In April 1938, by the decision of the Politburo of the Central Committee of the CPSU (b), he was transferred to party work and appointed the first secretary of the Sverdlovsk regional committee of the CPSU (b) . He worked in office for less than a year, on December 30, 1938, by a decision of the Politburo, he was removed from office “as unjustifiable of the Central Committee of the CPSU (b)” and for some time was at the disposal of the Central Committee of the CPSU (b). In February 1939 he was appointed manager of the Kalininsky pig breeding trust, and arrested three months later.

May 9, 1940 convicted by the Military Collegium of the Supreme Court of the USSR under Art. 58-1 "b", 58-8 and 58-11 of the Criminal Code of the RSFSR and sentenced to death. June 22, 1940 shot.

  • Brother - Nikolai Nikolayevich - also an employee of state security bodies, deputy.
