Biography
Wehrmacht soldier took part in the Second World War .
Learning and teaching
In 1950 he graduated from the Law Faculty of the University. Albert Ludwig in Freiburg and received his Ph.D. In 1953 he defended his doctoral dissertation.
In 1955-1969 - professor of the Department of Philosophy of Law and Social Philosophy, Criminal Law and Criminal Procedure at the University of Saarland in Saarbrücken.
In 1967-1969 - rector of the University of Saarland.
Since 1970 - Professor of the Department of Criminal Law, Criminal Procedure, Legal Sociology, Legal Theory, Philosophy of Law and Social Philosophy of the University of Bielefeld.
In 1982-1988 - President of the European Institute of Higher Education in San Domenico di Fiesole (near Florence, Italy).
Political Activities
Since 1969 - member of the FDP. Since 1970, as chairman of the FDP program committee, he was one of the authors of the Freiburg Theses along with Karl-German Flach and Walter Scheel .
In 1970-1978 - member of the Presidium of the FDP. In 1994-1995, he was a member of the FDP program committee, one of the authors of the Wiesbaden party program.
In the years 1972-1980 - a member of the German Bundestag.
In 1972-1974 - Minister for Special Assignments. In this position, he was involved in a scandal over illegal listening to manager Klaus Traube, who worked in the field of nuclear energy.
In 1978, he resigned, taking responsibility for the situation in connection with the abduction and murder by the Red Brigades in 1977 of the President of the Confederation of Associations of German Employers, Hans-Martin Schleyer .
