In the 1960s, the fast electrification of Polish railways required PKP's electric locomotives. The ET21 electric locomotive produced since 1957 could not fully satisfy the need for transportation, since it had a low power. It was necessary to use a pair of these electric locomotives, which led to a shortage of locomotive fleet . In this regard, in 1965-1966 the basic technical requirements for a new electric locomotive were determined. The first ET22 electric locomotive was manufactured in 1969 .
After testing and further development of the design in 1971, the mass production of electric locomotives began.

In 1977, two modernized electric locomotives were manufactured. Structurally, their integration into a system of two electric locomotives ( SMET ) was provided, but these locomotives never worked together, since their high total power was higher than traction substations allowed.
Many units and elements of EU07 were used in the construction and design of electric locomotives, primarily traction motors , Alstom type traction gear, traction gear ratio (79:18).
In 1973, an electric locomotive was built with a design speed of 160 km / h. It has been designated as EP23 .

The ET22 electric locomotive can drive a train weighing 2700 tons at a speed of 80 km / h or a train weighing 3150 tons at a speed of 70 km / h. With a passenger train weighing 700 tons (about 12 cars), an electric locomotive can reach a speed of 125 km / h.
The electric locomotive is mainly used for freight transportation, but it is also used in passenger traffic on a heavy profile or with long trains
