Biography
Born in October 1896 in the Yekaterinoslav province in a working class family. In 1911 he graduated from a railway school in Yekaterinoslav , then he was a worker at an agricultural equipment factory, on the Southern Railway and in the Sevastopol Port. With the outbreak of war he was called up to the fleet, where he served until July 1921. In 1917 he joined the Socialist Revolutionary Party , in April 1921 - in the RCP (B.) .
In July 1921 he switched to Soviet work in Crimea - he was elected deputy chairman of the Sevastopol District Executive Committee and City Council. Until 1928, he headed the councils and executive committees of the cities of Crimea, worked for some time in the Crimean prosecutor's office. Since September 1928 - Deputy Chairman of the CEC of the Crimean Autonomous Soviet Socialist Republic , and since September 1930 - the prosecutor of the Crimean Autonomous Soviet Socialist Republic.
In March 1932, Plinokos was sent to organize grain procurements in the Crimea and was appointed authorized by the Committee for the Procurement of Agricultural Products at the Council of People's Commissars of the USSR for the Crimean ASSR. In March 1934 he was transferred to a similar position in the Sverdlovsk region . In February 1936 he was elected deputy chairman of the Sverdlovsk Oblast Executive Committee. After the arrest in January 1937, the chairman of the regional executive committee V.F. Golovin, Plinokos was approved and. about. Chairman of the Executive Committee, however, he worked in office for less than six months - on July 10 he was removed from his post “as an enemy of the people”, expelled from the party and arrested.
At a visiting session of the Military Collegium of the Supreme Court of the USSR in Sverdlovsk on January 13, 1938, he was convicted under Art. 58-7, 58-8 and 58-11 of the Criminal Code of the RSFSR and sentenced to death. On the same day the sentence was carried out. In 1956, rehabilitated, in 1991 - posthumously restored to the party.
