Shepilevsky found creative contact with the architect-artist Alexander Ivanovich Hegello , whom he met at the Institute of Civil Engineers , and then continued cooperation in the fifties, when he worked on the creation of the Memorial and Central Facilities of the city of Kolpino .

From 1939 and during World War II, he headed the architectural workshop of the Central Design Bureau of the Ministry of the Navy of the USSR, and practically stood at the origins of Soviet architectural design of sea vessels. During this period, M. Shepilevsky designed the Order of Ushakov , the Order of Nakhimov , medals , an exposition of the Central Naval Museum in the Exchange building, ship interiors and other objects of the USSR Navy.

Throughout the war years, the artist M. A. Shepilevsky worked on a graphic cycle of lithographs devoted to the heroic defense of the city, in 1943-1944 they were printed on postcards. [2]

In 1949, the architect M. A. Shepilevsky was invited to the Higher School of Economics as head of the Composition department . From 1950 to 1955 - Shepilevsky became the Rector of the Institute, which at that time was named after Vera Ignatievna Mukhina .
