After the end of World War I , the railways of Poland were in decline. Thanks to the help of France (it supplied about 100 steam locomotives and 2000 wagons), the railway industry began to gradually recover. However, the existing steam locomotives were already not powerful enough, so it was decided to order a batch of powerful steam locomotives of type 1-4-0, but of a rather simple design and easy to repair. Since European plants were not ready to fulfill such an order, the Polish government turned to the United States for help. In 1919, the American plant Baldwin received an order for 150 steam locomotives, and already in 1920 the locomotives arrived by sea to Poland. Later, another 25 steam locomotives were ordered, which arrived in Poland until 1922. All 175 steam locomotives that received the designation of the Tr20 series were sent to locomotive depots near Warsaw .
In 1939, after the outbreak of World War II, the eastern part of Poland came under the control of the Soviet Union. A large batch of Tr20 steam locomotives (61 according to Soviet data, 88 according to German) hit the Soviet railways, where they were changed to a 1524 mm gauge and assigned the designation of the T p 20 series (the Latin alphabet was replaced with the Cyrillic alphabet).
