A native of England , he served in the British Navy. In 1769 he entered the Russian service as a lieutenant on the ship “Eustache Plakida” in the squadron of G. A. Spiridov and set sail from Gull to the Mediterranean Sea .
In 1770, Dugdal took part in the Chesmensky naval battle . For distinction, he was promoted to lieutenant commander and on July 9, 1771, was awarded the Order of St. St. George 4th degree (No. 114 according to the cavalier list of Sudravsky and No. 135 according to the list of Grigorovich - Stepanov)

After that, he received the rank of captain of the 2nd rank and commanded the frigate " Minerva " in the squadron of Count A. G. Orlov and was at the blockade of the Pelari fortress on Lemnos .
In 1771-1773, Dugdal continued cruising operations in the Aegean Sea and took part in the bombing of the Mytilene fortress and the burning of two Turkish ships and galleys on slipways. Upon arrival in Kronstadt in 1775, was a member of the Kronstadt coastal team.
Since 1777, Dugdal, with the rank of captain of the 1st rank, was on the Baltic Sea and commanded the ship "Three Hierarchs" in Kronstadt, from 1780 he was in the squadron of Rear Admiral A. I. Cruz and was commander of the ship "St. Nikolay "; in 1782 he was promoted to captain of a major general rank and in 1783 to rear admiral .
In 1784-1786, Dugdal served on the Black Sea in Kherson , then returned to the Baltic. In January 1790 he retired. His death date has not been established.
