Established on January 1, 2006 in accordance with Federal Law No. 131 “On General Principles of the Organization of Local Self-Government in the Russian Federation” , the Lipovsky Village Council [1] was included in the composition of the rural settlement.
According to the 2010 census, the population is 1,115 people [2] .
Content
Geography
Located in the west of the district. Borders:
- in the east with Kovarzinsky and Ferapontovsky rural settlements,
- in the south with the urban settlement of Kirillov and the Goritsky rural settlement ,
- in the west with the Sheksnaya River (on the other side of the Glushkovskoye rural settlement of the Belozersky district ) and the White Lake .
- in the north with the Lipinoborsky rural settlement of Vashkinsky district .
History
In 1999, a list of settlements in the Vologda Oblast was approved. According to this list, the Lipov village council included 28 settlements, the center of the village council was the village of Penkovo [3] .
November 22, 2000 the center of the village council was moved to the village of Vognema [4] . On the same day, the new village of Timonino was registered in the village council [5] .
On January 1, 2006, in accordance with Federal Law No. 131 “On General Principles of the Organization of Local Self-Government in the Russian Federation” , the Lipovskoye rural settlement was created, which included the Lipovskoye Village Council [1] .

Churches
On the territory of the modern village of Deserts is located the Nilo-Sorsk desert , founded in the 15th century. In partially rebuilt desert premises, a neuropsychiatric boarding school operates [12] .
In Vognem in 1818, “the zeal of the former parishioner of the fleet, Captain-Lieutenant Pavel Ignatiev Pavel Afanasiev, with the help of other parishioners” built a stone church of the Nativity of the Virgin with a bell tower [13] . The church is active [12] .
A wooden church was assigned to the Wognem Church in honor of the Position of the Robe of the Most Holy Theotokos , built in 1485 in the village of Borodava . During the construction of the Volga-Baltic water system, the village of Borodava fell into the flood zone, the church was moved to the territory of the Kirillo-Belozersky Museum . The iconostasis of the church was taken to the Andrei Rublev Museum , over time all 19 icons returned to Kirillov. Today the church is the oldest accurately dated preserved monument of Russian wooden architecture [14] .
In 1822, the stone Sorov Ascension Church with a bell tower was built. It is located on the territory of the modern town Knutovo [13] . In 1938, the church was converted into a club [15] .
Geography
Climate
In the vicinity of Vognema, the temperate continental climate of the forest zone is moderately warm, humid in short summers, long cold winters, wet autumns and unstable weather conditions.
The average annual rainfall is 667.6 mm per year, evaporation is 350-400 mm per year, more than 55% of the amount of precipitation falls during the growing season . In winter, precipitation falls in the form of snow . The thickness of the snow cover reaches 60 cm. In autumn, winter and spring, precipitation falls in the form of overcast, often prolonged rains or snowfalls. The most powerful showers in the summer. The average annual relative humidity is 79%. The average wind speed is 3.9 m / s.
Winds of different strengths, from calm to the storm . The prevailing directions are west and southwest. In autumn and winter, cyclones are especially frequent.
The average annual air temperature is +3.1 ° C; the length of the growing season (from early May to late September) is 150 days.
Relief
The territory is part of the Belozersk-Kirillov ridge . The relief is hilly - moraine . Hills and ridges are surrounded by hollows that form hollows occupied by lakes or swamps . The maximum height - 170 m above sea level - is reached in the vicinity of the village of Stepanovskaya [16] .
Hydrogeography
The rivers in the region belong to the Volga basin. The main rivers are the Sheksna , Borodava (left tributary of the Sheksna), Sora (left tributary of the Borodava). The nutrition of rivers and lakes occurs mainly due to precipitation, as well as groundwater .
The Sheksna Valley is extremely flat, it expands in the inter-ridge depressions and narrows at the intersection of the Belozersko-Kirillovsky ridges. Near Vognema, the valley is narrowed. The floodplain is weakly expressed, the riverbed part is even, with a weakly pronounced coastal rampart. Away from the river floodplain stretches a strip of boggy forests and mixed lowland meadows. The ice cover on the river lasts about 160 days. The river usually freezes in late October or early November , 10-15 days after the average daily temperature drops below 0 ° C. The ice cover has a thickness of 40 cm to 1 m.
The Borodava River begins in Lake Borodayevsky . It receives food from the swamps and contains many organic acids , which give the water a darkish hue and reduce its transparency. Sora originates in Lake Sorovsky . Small bogs are confined to the floodplains of the Borodava and Sora rivers. In depressions, especially near swamps, groundwater comes close to the surface. Groundwater in the area is hard [16] .
Soil
The parent rocks are carbonate boulder loam and coarse sands . Soils are podzolic , sod -podzolic, marsh-podzolic, marsh, soddy - gley , flood-plain alluvial .
Podzolic soils are common on the slopes of ridges and on well-drained watersheds under coniferous forests with moss and moss-shrub cover. Podzols are among the poor, however, due to the favorable water-air regime, they have relatively good forest growth properties.
Soddy-podzolic soils are found in small areas in well-drained places under coniferous mossy-grassy forests. Soddy soils are formed only under grassy vegetation, in places of shallow occurrence of carbonate moraine deposits. Swamp and bog-podzolic soils are widespread, sod-carbonate soils are found in small areas - under spruce forests - sorrel forests , sod- gley and floodplain alluvial soils are rare. Sod-podzolic and sod-gley soils are occupied by arable land, in places they are heavily covered .
In 1980, work was completed to drain the land east of the village of Vognema on an area of 264 hectares. In parallel with land reclamation , grass sowing, drainage , sodding were carried out, roads were laid [16] .
Vegetation
Small-leaved forests ( birch , aspen , gray alder ), and rarely spruce , forming separate, sometimes large, arrays are widespread in the territory. There are berry spruce- birch forests with grass cover, swampy ( sedge - horsetail ) spruce forests. Pine forests ( green moss or sphagnum ) are less common, mainly in the vicinity of swamps.
In the meadows with excess moisture, small cereals ( thin field moth , wagtail , meadow bluegrass , soddy meadow ) and moisture-loving forbs are represented. Large cereals are less common. On transitional marshes, ordinary pine grows 10-12 m high. In most cases, there is no shrub layer. In the grass-shrub layer, shrubs take a large part: marsh rosemary , common blueberry, common blueberry, common cranberry . Herbaceous plants: vagina cotton grass , cotton grass , etc. [16] .
