Ninurta-apal-Ekur was a representative of the side line of the reigning dynasty. In one of the found palace decrees, he called himself the son of Tsar Erib-Adad I , who ruled almost 200 years before him. In fact, Ninurta-apal-Ekur was the son of Imi-Ihada , a descendant of Erib-Adad I through the brotherhood of Ashur-uballit I (1365-1329 BC).

As a result of the political confrontation, Ninurta-apal-Ekur was forced to flee to Babylonia . Using the war of his predecessor on the Assyrian throne, Enlil-kudurri-uzur and the Babylonian king Adad-noise-utsur , he tried to capture Ashur , but, apparently, failed and was forced to retreat. Probably, the Assyrian throne he inherited after the death of Enlil-kudurri-uzura.
