Novomestsky Uyezd is an administrative-territorial unit established in 1781 as part of the Novgorod-Seversky Viceroyalty , with the abolition of which in 1796 the Novomestsky Uyezd became part of the Little Russian province , and from 1802 - the Chernigov province . Center - the city of New Place .

Novomestsky Uyezd was formed on the basis of the Topalsky Hundred Starodubsky Regiment with a partial change in its borders.
In 1808 , when the county center was transferred to Novozybkov , the county was renamed Novozybkovsky , and the city of New Place was designated as non-staff .
Nowadays, the bulk of the territory of the Novomest district is part of the Bryansk region .
New Town County and New Town Hundred
In a number of historical studies of local lore there is an erroneous correlation of the Novomestsky district with the Novomestsky hundred of the Starodubsky regiment , which existed until 1781. However, no documentary evidence of this is given; such a conclusion is made by the authors only from the similarity of names and territorial proximity of the New Town Hundred and the New Town County. In reality, until 1781, the current village of New Place was called Drought and was part of the Topalskaya hundreds of the Starodub regiment . The correlation of the Novomestsky hundreds with the later Surazh district should be recognized as more correct. The reign of the Novomestsky hundreds was located in the regimental city of Starodub .
