Biography
Born in the family of a naval officer.
He graduated from high school number 281 (with in-depth study of chemistry ) of the city of Leningrad . In the period from 1968 to 1974 he studied at the Leningrad Military Mechanical Institute , after which he received the qualification of a mechanical engineer. Since 1974, Tyulkin worked first as a foreman, then as a foreman, head of a section at the Leningrad North Plant . In 1980 he became the head of the site, the head of the workshop, the head of the technical department of the plant in the Avangard Scientific Production Association , in 1988 he was elected secretary of his party committee.
In 1985 he graduated from the department of organizers of industrial production of the Leningrad Engineering and Economic Institute. Palmiro Tolyatti specialty "Organization and Management", in 1990 - the Higher Party School at the Leningrad Regional Party Committee on the specialty "Political Science". He became a member of the Leningrad Regional Party Committee.
Participated in the creation of the Communist Party of the RSFSR , joined the Central Committee of the party.
At the XXVIII Congress of the CPSU, on behalf of the delegates of the DKI and the Marxist Platform, he spoke out against Mikhail Gorbachev ’s policy of establishing market mechanisms in the country's economy (“the treatment of socialism by capitalism”). The resolution put forward by Tyulkin received 1259 votes (almost a third of the delegates to the Congress).
After the events of August 1991, he took an active part in the creation of the EIF . At the congress, which was held in Yekaterinburg in November 1991, he was elected to the Central Committee of the Party, entered the Central Committee Organizing Bureau, becoming one of the four secretaries of the Organizing Bureau.
In October 1993, together with his party, he defended the Supreme Soviet of Russia . He joined the executive committee of the Labor Russia party. The 1993 elections and the popular vote on the Russian constitution boycotted.
Since 1994, Viktor Tyulkin became the chief editor of the newspaper "Labor Russia".
He participated in the elections to the State Duma in 1995 according to the list of the Communists-Labor Russia-For the Soviet Union bloc. According to the CEC, having received 4.53% of the vote, the bloc did not pass to the Duma (at the threshold of passing 5%). He led the same bloc in the elections to the State Duma in 1999 , when the bloc again did not overcome the five percent barrier. Included in the editorial board of the international theoretical journal Marxism and Modernity.
At the XXX, XXXI and XXXII congresses of the UPC — CPSU, he was elected a member of the Political Executive Committee.
In 2001, the EIFR merged with the PKK in the EIFR-PKK . Tyulkin became the first secretary of the party.
Despite the active criticism of the Communist Party of the Russian Federation and the accusation of its leaders in opportunism and conciliation, he was elected deputy of the State Duma of the Russian Federation of the 4th convocation according to the list of this party. Developed and actively promoted the draft federal law on the Victory Banner . Several times lost the right to vote for a period of one month for active criticism of the authorities. [1] [2]
Since 2010, he has been participating in the activities of ROT FRONT and is one of its co-chairs. Deals with the problems of the political structure of the state, issues of practical political science, actively cooperates with a number of newspapers and magazines. Author of over one hundred articles on current political issues.
On October 4, 2013, after a rally in memory of the defenders of the House of Soviets in 1993, right-wing extremists were attacked by Viktor Tyulkin [3] .
Personal life
He is married, has two sons. He is fond of sports, marine business and painting.
