Awarding Procedure

Deputies of the Legislative Assembly of St. Petersburg are elected honorary citizens of the city once a year. Candidates for the title of Honorary Citizen of St. Petersburg are introduced by the governor, the chairman of the city parliament, public associations and organizations, or other honorary citizens of the city. Of this list of candidates, the city parliament approves two. There are cases when deputies could not agree on the most acceptable candidates, and the city was left without new honorary citizens.

According to the regulations, elections are held behind closed doors. MPs go to the podium with proposals to vote for candidates, their colleagues can object to the candidates and discuss those.

Sign

The sign of an honorary citizen of St. Petersburg is a piece of jewelry made of plastic, which is a silver wreath formed by two branches of a laurel with small cubic zirconias evenly spaced around its circumference. In the lower part, at the intersection, the branches are fastened with a silver ribbon. In the space formed by the wreath, a fragment of granite, taken from the stones of the Peter and Paul Fortress , is placed - a symbol of the city, native land. On the back of the stone there is a round silver plate with the inscription “Honorary Citizen of St. Petersburg”, the date of assignment of the title and the number of the diploma. The diameter of the sign is 85 mm.

Title Rights

The title "Honorary Citizen of St. Petersburg" is life-long. According to the law, its holder receives the right to an extraordinary appointment with the governor, chairman of the Legislative Assembly, heads of city institutions and other city officials; law of legislative initiative; free use of public transport; hall service for official delegations; accommodation in St. Petersburg during the celebrations at the expense of the city treasury; a monthly supplement to a pension of 10 minimum wages from the city budget; considered an amendment to the law providing for another benefit - funeral at the expense of the city.

The title was reassigned since 1993 and for 2017 was awarded to 44 citizens.
