The Luxembourg referendum on the Constitution of the European Union was held on July 10, 2005 to determine whether Luxembourg should ratify the proposed Constitution of the European Union . As a result, the Constitution was approved by a majority of votes: 56.52% of the 199,609 voters who voted.

Preliminary polls showed a slight advantage for the Constitution with a large share of those who were hesitant (16%). Jean-Claude Juncker , Prime Minister of Luxembourg, said before the vote that he would resign if the referendum was negative. Luxembourg is traditionally regarded as one of the most pro-European-minded members of the Union. Both the government and opposition parties of the country advocated the Constitution. Luxembourg, after a referendum, became the 13th EU state to ratify the Constitution. Although the referendum was advisory in nature, Parliament pledged to follow its outcome.
In fact, Luxembourg’s ratification of the Constitution was only symbolic, as it passed after France and the Netherlands rejected it and the unanimous decision necessary to bring it into effect became impossible.
