It was founded in August 1927. Historically, it was preceded by the Luga district , formed in 1777. The administrative center is the city of Luga . The population is 72,879 [3] people. (2018).
Geography
The area of the district is 6.07 thousand km², which is 8.11% of the area. According to this indicator, the district ranks fifth in the region.
Borders:
- in the north - with the Gatchina municipal district ;
- in the northeast - with the Tosnensky municipal district ;
- in the southeast - with the Novgorod region ( Novgorod , Batetsk and Shim districts );
- in the south - with the Pskov region ( Plus region );
- in the west - with the Slantsy municipal district ;
- in the northwest - with the Volosovsky municipal district .
The distance from the administrative center of the district to St. Petersburg is 140 km [4] .
Nature
The territory of the district has a flat relief , absolute heights of 0 - 100 meters above sea level. There are deposits of glass sand and peat .
The climate is temperate continental. The average temperature in June is 17 ° C, January is −8 ° C. Annual precipitation is 600-700 mm.
The Luga River and its tributaries Oredezh , Saba , Yaschera flow through the territory of the district. There are also many lakes in the region, the largest of which are Vyalye , Cheremenetskoye , Vrevo , Samro , Strechno. A significant part of the area is swampy.
The area is dominated by sod-podzolic, medium-podzolic and slightly podzolic soils. In the eastern part, there are sod-carbonate soils, and in the territory of the Mshinsky bog there are marsh and peaty soils.
Indigenous pine forests are preserved only in the western part of the region and in the vicinity of Luga . The north of the district is occupied by secondary aspen-birch forests, and the south and east of the district are occupied by agricultural land.
Of the mammals in the area, a fox , an elk , a wild boar , a hare, a hare , a white hare , a roe deer , a wolf , a bear live; from birds, a flying duck , a capercaillie , a black grouse , a hazel grouse , and a stork .

On the territory of the district is the geographical station "Iron" [5] of the Russian State Pedagogical University. A.I. Herzen , where for more than fifty years, educational practices and scientific research of students and teachers of several faculties of the Russian State Pedagogical University have been carried out, mainly - geography and biology .
History
Most of the region’s territory in the past was part of the Novgorod Uyezd in Shelonsky Pyatina (territory on the left side of the Luga River along the course) and in Vodskaya Pyatina (territory on the right side of the Luga River along the course).
In 1776, during the reform of the Pskov province, some pogosts of the Novgorod district " left from the newly laid straight road from the Gatchina Manor to Porkhov on the right side " left to it from Novgorod Province .
in 1777, Luga Uyezd was formed as part of the Pskov governorate , and from 1781 as part of the St. Petersburg province (from 1914 - Petrograd, from 1924 - Leningrad).
With the establishment of Soviet power, volosts were divided into village councils, in most counties in 1918-1920.
In 1917-1927, the administrative division of the Luga district underwent repeated changes [6] .
Luga district was formed on August 1, 1927 as part of the Luga district of the Leningrad region .
It included 55 village councils [7] of the former Luga district of the Leningrad province (according to other sources 48) [6] and 2 village councils of the former Trotsky district . Luga district: 17 village councils from Luga volost (Yestomichsky, Zhglinsky, Ilzhensky, Klobutitsky, Konezersky, Korpovsky, Krensky, Krupelsky, Novoselsky, Parishchensky, Petrovsky, Pustoshensky, Rakovichsky, Slapsky, Smerdovsky, Turovsky, Shiltsevsky); from the Tolmachevsky volost 11 (12) village councils (Betkovsky, Vetchinsky, Vladychinsky, Darinsky, Dolgovsky, Zamoshsky, Kalishchensky, Krasnogorsk, Lugovsky, Sorochkinsky, Tolmachevsky, Malo-Zamoshsky [6] ); 16 (15) village councils from Belsko-Syabersky volost (Antonovsky, Berednikovsky, Verduzhsky, Gorneshensky, Gryazovetsky, Zaozersky, Zapolsky, Lyadsky, Oleshensky, Ostrovsky, Podeledovsky, Rensky-Rovnitsky, Sabitsky, Samokhvalovsky, Dark-Vorotsky, 7 Borovsk ; from the Peredolsky volost 5 village councils [7] ( Butkovsky, Gostkinsky, Zarechensky, Toroshkovsky, Yugostitsky ); from the Gorodensky volost 3 village councils (Zherebudsky, Kolodensky, Zapolsky (Rakovensky-Zapolsky)); from the Utorgosh volost 1 village council (Khvoshnensky). Trotsky Uyezd: from the rural municipality 2 village councils (Divensky, Yashersky).
In November 1928, as a result of enlargement, 18 village councils were liquidated ( Antonovsky , Ledsky were attached to Sabitsky; Borovsky, Zaozersky, Samokhvalovsky to Zapolsky; Gorneshensky and Podledyevsky to Verduzhsky; Gostkinsky to Butkovsky; Zherebudsky to Betkovsky ; Ilzhensky, Pustoshensky, - to Smerdovskomu; Oleshensky - to Ostrovenskoe; Rensky-Rovnitsky - to Gryazovetskaya and Zapolskaya; Sorochkinsky - to Lugovskoy, and Pehenetskomu Yascherskomu; Dark Vorotsky - to Leskovsky; Turovskii - to Slansky; Hvoshnensk th - to Konezerskomu). 6 village councils were renamed (Berednikovsky - to Voloshovsky, Vladychkinsky - to Pechenetsky, Zatoshsky - to Porechitsky, Zarechievsky - to Velikoselsky, Korpovsky - to Leskovsky, Krupelsky - to Shalovsky). The following village councils were merged: Zhglinsky and Novoselsky - in Gorodetsky, Yugostitsky and Petrovsky - in Navoloksky, Krensky and Parishchensky - in Poddubsky, Rakovensky-Zapolsky and Kolodensky - in the Rakovsky Village Council.
In 1930, in connection with the elimination of districts, the district entered directly into the region. The city of Luga - the former district center and the former city of district subordination, was included in the Luga region.
In February 1931, by decision of the Presidium of the Leningrad Executive Committee of the Leningrad Region Executive Committee, a new Antonovsky Village Council was allocated from the Sabitsky Village Council of the Luga Region. Antonovsky and Darinsky village councils were transformed into national Estonian village councils .
On January 1, 1932, 13 village councils from the liquidated Plyus district were included in the Luga district (Bolsheluzhetsky, Bolshelzinsky, Dubrovetsky, Zapisensky, 3aplyusky, Zapolsky, Kotorsky, Lugovsky, Modolitsky, Nezhadovsky, Ovinetsky, Plyusky, Seglitsky), 4 village councils were transferred to the Krasny , Lugovskoy, Pekhonetskiy, Yashersky), 2 village councils - to Lyadsky district (Gryazkovsky, Zapolsky).
In December 1933, by decree of the Presidium of the All-Russian Central Executive Committee, village councils were united in the Luga district: Slapsky and Shalovsky in Luga, Dubrovetsky and Ovinetsky in Bolshezakhonsky. The Bolsheluzhetsky village council was liquidated, annexed to the Modolitsky village council, and the Lugovsky village council (formerly of the Plus region) to Zapolsky.
In August 1934, by the decision of the Presidium of the All-Russian Central Executive Committee, the Antonovsky Village Council of the Luga Region was liquidated and annexed to the Sabitsky Village Council.
On February 15, 1935, 10 village councils (Bolshezakhonsky, Bolshelsinsky, Zapisensky, Zapolsky, Zaplyusky, Kotorsky, Modolitsky, Nezhadovsky, Plyusky, Seglitsky) were transferred to the newly created Plyusky District.
On November 9, 1938, the Tolmachevo holiday village was transformed into a working village.
In February 1939, the Darya Village Council was liquidated, annexed to the Tolmachevsky Village Council. September 19, 1939 the city of Luga was transformed into a city of regional subordination.
During the Great Patriotic War , from August 1941 to February 1944, the territory of the Luga region was under Nazi occupation. The area has been significantly affected.
On June 16, 1954, the village councils of the Luga region were enlarged: the Vetchinsky Village Council was attached to the Krasnogorsk Village Council, Leskovsky to the Luzhsky Village, and Dolgovsky to Tolmachevsky)
In October 1959, the Navoloksky Village Council was abolished; its territory was included in the Toroshkovsky, Estomichsky and Butkovsky Village Councils. A slave was included in the Luga district. pos. Torkovichi and 10 village councils of the abolished Oredezh district (Belsky, Voloskovsky, Zaruchyevsky, Morovinsky, Oredezhsky, Pechkovsky, Pristan, Sokolnitsky, Tesovsky, Cheremensky).
At that time, the Luga City and District Councils were merged, the district administration functions were transferred to the City Council, and the Luga District was retained as a territorial unit.
On February 1, 1963, the Luga District was transformed into the Luga Rural District , 7 village councils from the liquidated Slantsevsky District (Budilovsky, Zakhonsky, Nikolaevsky, Osminsky, Relsky, Samrovsky, Sarogorsky) and the Mshinsky Village Council of the Gatchinsky District joined it. The city of Luga was subordinated to the Leningrad Regional (Industrial) Executive Committee.
In the same year, the working villages of Tolmachevo and Torkovichi were transferred to the administrative subordination of the Luga City Council.
On January 12, 1965, the Luga rural district was again transformed into the Luga district. The Luga City and District Councils are combined into one Luga City Council, which has been transferred the functions of managing the district. Luga district is preserved as a territorial unit.
In the same year, the working villages of Tolmachevo and Torkovichi (previously subordinate to the Luga City Council) were included in the Luga region. The village councils Velikoselsky (attached to the Butkovsky village council), Samrovsky (attached to the Relsky village), Konezersky (attached to the Gorodetsky village council), Morovinsky (attached to Pristan), Ostrovensky (attached to Voloshovsksmu), Sarogorsky (attached to Osminsky) were liquidated. Thus, on July 1, 1965, the working villages of Tolmachevo, Torkovichi and 33 village councils entered the Luga district [7] .
According to 1973, the district consisted of 22 village councils (Belsky, Betkovsky, Budilovsky, Butkovsky, Gorodetsky, Estomichsky, Zaruchevsky, Zakhonsky, Kalishchensky, Klobutitsky, Nikolaevsky, Perechitsky, Pechkovsky, Poddubsky, Rakovsky, Sabitsky, Smerkovsky, Sokoldovsky, Sokoldovsky, Sokoldovsky, Abolished ; Volodarsky , Dzerzhinsky , Kamensky, Kalganovsky, Priozerny, Serebryansky , Skreblovsky , Cholovsky village councils were formed).
According to 1990 data, the district included 18 village councils (Verduzhsky, Voloskovsky, Kalganovsky, Krasnogorsk, Pristansky, Cholovsky, Shiltsevsky were liquidated; Mezhozerny, Retyunsky , Yam-Tesovsky village councils were formed) [8] .
Russian Federation
On January 18, 1994, by the decree of the head of the administration of the Leningrad Region No. 10 “On changes in the administrative-territorial structure of the districts of the Leningrad region”, the name of the administrative-territorial unit “village council” was changed to the historically traditional name of the administrative-territorial unit of Russia “volost”, thus in the district 18 volosts were organized (the Luga Village Council was renamed Zaklinskaya Volost ) [9] .
On April 17, 1996, after the adoption of the regional law No. 9-OZ “On the administrative-territorial structure of the Leningrad Region”, the Luga Region received the status of a municipality [10] .
In February 1996, the urban-type village of Torkovichi was transformed into a rural settlement, the Torkovichi volost was formed .
Since January 1, 2006, in accordance with the regional law No. 65-oz dated September 28, 2004 “On the establishment of borders and granting the appropriate status to the municipality of the Luga municipal district and municipalities in its composition”, 2 urban and 13 rural settlements were formed as part of the district (Kamenskaya, Mezozernaya, Priozernaya, Relskaya, and Toroshkovichi volosts were abolished), the city of Luga became part of the district as a city settlement , the town of Tolmachevo together with the Tolmachevsky volost also formed a city settlement [11] .

In the summer, the population of the region increases significantly due to those who come to rest from St. Petersburg . The horticultural massif Mshinskaya is especially popular.

Representative power
Representative power in the region is exercised by the Council of Deputies. It includes 2 representatives from each settlement of the district: the head of the settlement and one of the deputies elected by the Council of Deputies of the settlement from their ranks. The council of deputies of the district is headed by the Head of the district, elected by the Council from among its ranks. Since January 1, 2006, the head of the district has been Vasilyev Valery Fedorovich (head of the Zaklinsky rural settlement ).
The following standing commissions are formed in the Council of Deputies:

Executive Power
Executive power in the area is carried out by the administration. The head of the administration is appointed by the Council of Deputies from among the candidates selected by a special competitive commission, whose members are appointed by the Council of Deputies of the district and the governor of the Leningrad Region . Rail Transport
On the territory of the district there are 3 railway lines.
St. Petersburg - Meadows - Pskov
In the Luga district, on this line are the stations Mshinska , Tolmachevo , Razdezhena General Omelchenko , Luga I , Serebryanka , a journey of 144 km and stopping points Nizovskaya , Rosinka , Razdezhena named after the Hero of the Soviet Union Antonina Petrova , Partizanskaya , 147 km , 151 km . To the north of Luga, the line is double-track and electrified, to the south - single-track and non-electrified.
3 pairs of long-distance trains pass along this road:
- 037Р / 038Р Saint Petersburg - Riga (has a stop at Luga I station)
- 391Р / 392Р Saint Petersburg - Vilnius (has a stop at Luga I station)
From St. Petersburg to Luga, suburban communication is represented by electric trains (some of them do not have a stop at Antonina Petrova Razdezda ), including 2 pairs of high-comfort electric trains (they have a stop only at Mshinskaya, Siverskaya and Gatchina Baltiyskaya stations [36] ).
From Luga to Pskov, two pairs of suburban trains run daily via the Luga – Pskov link, as well as the Pleskov diesel electric train via the St. Petersburg – Pskov link (stops along the route: Luga, Plyussa , Strugi Krasny , Novoselye ). Starting July 28, 2011, the Pleskov train will run 6 days a week [37] , five before that.
Meadows - Veliky Novgorod
In the Luga district, on this line are Luga I , Luga II stations, stopping points 9 km , 14 km , Smychkovo . The line is single-track and non-electrified.
This line runs 1 pair of suburban trains connecting Luga - Veliky Novgorod three times a week (Wednesday, Saturday, Sunday) [38] .
St. Petersburg - Oredezh - Bottom
In the Luga district, on this line are the stations Cholovo , Torkovichi , Oredezh , a stopping point of 133 km . The line is single track. To the north of Oredezh it is electrified, to the south - not electrified.
From St. Petersburg to Oredezh, suburban traffic is represented by electric trains .
From Oredezh to Dno 2 pairs of commuter trains run daily.
Also on this line are several pairs of long-distance trains that do not have stops on the territory of the Luga region.
