History
Company Formation
The first general meeting of shareholders of the company was held on September 13, 1994, at which the first board of directors of the company was elected consisting of: D. N. Filippov , N. E. Aksyonenko , E. V. Zubarev , A. P. Kokarev, S. N Nikiforov, G. G. Makarov, D. V. Sergeev and others. Filippov D.N. was elected Chairman of the Board of Directors. On the same day, the General Director was appointed, which was G. G. Makarov. In November 1994, a long-term lease agreement was signed for the Ruchi oil depot. On December 27, 1994, in order to develop activities in the field of storage of petroleum products and their retail sale, it was decided to establish branches of the company Ruchy, Vyborg, Service, Neftyanik. It was also decided to build 12 gas stations. Until that moment, the company was engaged exclusively in the wholesale of petroleum products.
On January 20, 1995, an agreement was signed between the Government of St. Petersburg and AOZT Petersburg Fuel Company, according to which the company assumed obligations to provide municipal enterprises with oil products. A year later, the PTK began to fuel the entire municipal transport - ambulance cars, the Central Internal Affairs Directorate, Spetstrans, the city government car depots, Khlebtrans and others. In the same agreement, the question was first raised about the need to develop a program for the development of a network of gas stations in the city. In February 1995, the first four gas stations were rented (156 Fontanka River Embankment (No. 10), Oktyabrskaya Embankment, 112/276 (No. 82), 40 Slavyanskaya St. (No. 75), 33 Zaporizhskaya St. (No. 89). On March 15, 1995, by a decree of the St. Petersburg Mayor's Office, Petersburg Fuel Company CJSC authorized the supply of petroleum products to municipal enterprises and the storage of the city reserve and mobilization stock of petroleum products.
At the same time, 3 more gas stations are being leased (Razliv, Leningradskoye sh., 18, (No. 27), Pushkin, Novoderevenskaya st., 14, (No. 36), Piskarevsky pr., 42 (No. 42)). The first contracts are concluded with all fleets of the Central Internal Affairs Directorate. Cooperation agreements are signed with all district administrations of the city and the regional administrations adjacent to the city.
Based on the temporary permission of the St. Petersburg Mayor's Office, the first coupons in the city’s private gas station network with a validity period of 1 month have been introduced in the city to provide budget-owned PTK enterprises. On March 27, 1995, by order of the St. Petersburg Mayor's Office No. 292-r, in order to ensure sustainable supply of urban automobile fuel with gasoline and diesel fuel, the company is commissioned to acquire and maintain the city reserve of automobile fuel. On April 4, 1995, at a meeting of the board of directors of the Petersburg Fuel Company, it was decided to establish ZAO Petersburg Oil Terminal.
In 1995, the St. Petersburg Fuel Company created a system of cashless payments for oil products using plastic smart cards. Over 30,000 fuel cards were issued. They were accepted for payment at gas stations in St. Petersburg and its immediate suburbs, as well as in the cities of Vyborg , Tver , Novgorod and Pskov and others.
On May 7, 1996, the order of St. Petersburg City Hall No. 491-r “On the development of a promising scheme for the development of a network of gas stations in St. Petersburg” was issued, according to which the Petersburg Fuel Company acted as an investor in its development. The same decree suspended the provision of land for the placement of container and mobile gas stations.
On January 22, 1997, the results of a tender for the supply of fuel by Passazhiravtotrans SE were announced. PTK won the first victory in one bus depot.
On October 13, 2014 Petersburg Fuel Company CJSC became a joint stock company in connection with the entry into force of September 1, 2014 of Federal Law No. 99-ФЗ dated May 5, 2014 “On Amendments to Chapter Four of Part One of the Civil Code Of the Russian Federation and on the recognition as invalid of certain provisions of the legislative acts of the Russian Federation ” [2] .
In October 2015, PTK-Service LLC was reorganized by merging with it PTK-Holding LLC (formed by reorganization of PTK CJSC). As a result, the updated structure, operating about 150 gas stations operating under the PTK brand, became known as PTK LLC.
Strengthening Positions in the Fuel Market
On December 5, 1997, at a meeting of the board of directors, a decision was made to establish, on the basis of the Retail Directorate, the Petersburg Fuel Company CJSC PTK-Service, which began to operate a network of 15 gas stations. 1998 can be called the second major stage in the development of the company, since it was during this period that more than 30 city fuel companies merged to create a holding-type fuel structure with independent support for the full cycle of oil products from oil refineries to the gas tank of a car.
March 24, 1998 the company opens a temporary storage warehouse at the Ruchi oil depot.
The meeting of shareholders decides to consolidate CJSC Petersburg Fuel Company with other participants in the fuel market of St. Petersburg (in particular, Petrosnab company) and create a holding-type fuel structure on the basis of the CJSC. The total number of filling stations of the PTK after this merger amounted to more than 90. In the summer of 1998, the Ruchi oil depot was purchased from Surgutneftegaz .
In July 1999, the company launched the production of a new branded automotive fuel - diesel fuel EURO, and in August of the same year, 92 Euro gasoline was sold at PTC gas stations.
On May 30, 2001, the first cross-border gas station complex of the Petersburg Fuel Company was opened in Ivangorod on the border with Estonia . On October 25, 2001, the company opened its first branded foreign gas station in Estonia in Tallinn , where it also began to sell branded fuel at the EURO fuel and energy complex.
In 2002, a network of PTK filling stations appeared at border points near Latvia and Belarus. And in December 2002, the company acquired the Pskov retail operator, operating 7 gas stations in Pskov and the Pskov region .
In February 2002, a large block of shares in CJSC Petersburg Fuel Company was acquired by CJSC JSCB Petersburg City Bank, which in aggregate owns a 34.02% stake. It is from 2002 that the process of consolidating a 100% stake in the company with PGB begins, with a gradual change of ownership of the company. Already in 2003, PGB purchased KUGI's share in the share capital, concentrating in its hands 77.5% of the shares. On January 30, 2003, the vice-president of Petersburg Fuel Company, Yuri Antonov, was appointed adviser to the governor of St. Petersburg. In September 2003, the first issue of the corporate newspaper Our Company was published.
In 2005, Petersburg Transport Company LLC was established. Having won all the lots claimed in the city competition for passenger transportation, PTK entered the top three largest commercial transport carriers in St. Petersburg. Until April 1, up to 800 new PTK buses took to the city streets.
In 2006, the network of PTK filling stations grew significantly due to the purchase of 17 filling stations in Novgorod and the Novgorod Region. In 2007, the first fully automatic gas station was commissioned in Veliky Novgorod and the Novgorod Region.
In the spring of 2008, PGB bought back 21.9% of PTK's shares from Promtrade LLC and became almost the full owner of the St. Petersburg Fuel Company.

According to Fontanka , in June 2014 CJSC Petersburg Fuel Company completed the change of ownership. Andrey and Olga Golubev, who, through Transservice LLC, owned 99.45% of the shares of PTK CJSC, bought back 0.55% of the shares from Vita-X LLC. Thus, the Golubevs became the sole owners of the PTK.

As part of the rebranding, the PTK fuel trucks were also designed in a new corporate style. In 2017, “registered” fuel trucks appeared, similar to buses in the St. Petersburg transport company . Activities
As of October 2015, a large network of gas stations is operating under the PTK trademark - about 150 gas stations (the majority are located in the Northwestern Federal District ), of which more than 80 gas stations are located in St. Petersburg, about 30 gas stations in the Leningrad Region, and Novgorod and Novgorod region - 17 gas stations, Pskov and Pskov region - 10 gas stations; 2 gas stations operate in Estonia.
Fuel for all PTK filling stations comes from the subsidiary of the Surgutneftegas oil company, the Kirishi oil refinery . At the PTK gas station, gasoline and diesel fuel of the ecological class K5 are sold.
In October 2016, it became known that the general agreement on strategic partnership between the two companies - OJSC Surgutneftegas and LLC PTK-Terminal - was extended for another 5 years, until 2022.
PTK operates three oil depots - "Streams", "Red Oil Worker" and "Chudovo". Opportunities for the one-time storage of the Ruchi oil depot are 90,000 m³.
