Riga Municipality ( Latvian: Rīgas vietniecība , German: Rigasche Statthalterschaft ) - a former administrative unit within the Russian Empire (1783-1796), formed from the province of Riga (included the modern Vidzeme region , as well as part of present-day Estonia ). The highest administrative and military power belonged to the Governor-General of Riga , civil power - to the ruler of Riga governorship (governor).

History
On July 3, 1783, by decree of the Russian Empress Catherine II, in accordance with the Establishment of Provinces published in 1775, the Riga Province was transformed into Riga Viceroyalty [1] with a system of government built according to all-Russian legislation [2] . He was governed by the Governor-General appointed by the Empress, whose duties also included army command. Until 1786, there was a collegium of advisers - Landrats . In accordance with this April 21, 1785 Empress Catherine II "Certificate of Rights and Benefits to the Cities of the Russian Empire" after 1787, instead of the Riga City Council, the City Council and other bodies of city self-government were elected. Instead of the Big Guild , three merchant guilds were created. Zemstvo courts were created in the counties, in each of which two out of five court assessors were peasants.
After the death of Catherine II on November 28, 1796, her son Paul I signed a decree according to which the Riga governorship was transformed into the Livonia province [3] .

Nine districts were included in Riga governorship [4] :
- Riga county (Rīgas apriņķis; Rigische Kreis) - Riga city and 25 volosts,
- Venden County (Cēsu apriņķis; Wendensche Kreis) - Cesis , 16 parishes,
- Wolmar County (Valmieras apriņķis; Wolmarsche Kreis) - the cities of Valmiera and Limbazi , 13 volosts,
- Valkas county (Valkas apriņķis; Walksche Kreis) - Valka city, 11 volosts,
- Verro district (Veravas apriņķis; Werrosche Kreis) - the city of Võru , 8 volosts,
- Dorpat County (Tērbatas apriņķis; Dörptsche Kreis) - the city of Tartu , 14 volosts,
- Fellinsky county (Vīlandes apriņķis; Fellinsche Kreis) - Viljandi city, 8 volosts,
- Pernovsky Uyezd (Pērnavas apriņķis; Pernausche Kreis) - the city of Pärnu , 13 volosts,
- Ezelsky (Arensburg) county (Ārensburgas apriņķis; Arenburgische Kreis) - the city of Kuressaare , 16 volosts.
