Born on February 4, 1966 in Vyborg, Leningrad Region.
In 1987 he graduated from the Baku Higher Combined Arms Command School named after the Supreme Council of the Azerbaijan SSR . In 1996 he graduated from the Kuibyshev Military Engineering Academy.

He commanded a reconnaissance platoon, company, was chief of staff of the reconnaissance battalion, commander of reconnaissance in the Southern Group of Forces .

Since 2004 - Head of the Main Directorate of the Ministry of Emergencies of Russia for the Kemerovo Region
Since 2006 - First Deputy Director of the Department of Operational Management of the Ministry of Emergencies of Russia.
By decree of the President of the Russian Federation dated January 3, 2009, No. 7, at that time he was still appointed to the post of chief of the Ivanovo Fire and Rescue Institute of the State Fire Service of the Russian Emergencies Ministry as a major general.
