Born in 1810, came from nobles of the Estland province .
He began military service in 1830 as a cadet in the army infantry. He took part in the Polish campaign of 1831 and for distinction was awarded the Polish badge “ Virtuti Militari ” of the 5th degree and on March 5, 1832 was promoted to ensign .
Since 1839, he served in the Caucasus in the Tenginsky Infantry Regiment and, with the rank of lieutenant, took part in the famous battle with the highlanders at Valerik . Since then, he was constantly on campaigns against the highlanders, and was an adjutant to General I.M. Labyntsev . In 1845, for distinction, he was promoted to majors and awarded the Order of St. Anne of the 3rd degree with a bow, 1847 - Order of St. 4th degree Vladimir with a bow; July 19, 1849 he was granted a golden half-saber with the inscription "For courage . " November 26, 1850 for the immaculate length of service for 25 years in officer ranks, Kemfert was awarded the Order of St. George 4th degree (No. 8447 according to the cavalier list of Grigorovich - Stepanov). In 1848 he received the rank of lieutenant colonel and in 1851 - colonel ; since 1853 he commanded the Navaginsky Infantry Regiment .
During the Eastern War, Kemfert was in the ranks of the army against the Turks and fought in the Caucasus , at the end of 1853 he was awarded a diamond finger with the monogram of his Majesty.
Since 1856, Kemfert was one of the main associates of General Evdokimov during the conquest of the Eastern Caucasus. The conquest of Chechnya , the laying of the Evdokimov fortification, the capture of the village of Vedeno , the occupation of the Argun gorge and the valley of the Andean Koisu - all this Kemfert took an active part. April 7, 1857 promoted to major general, in 1858 awarded the Order of St. Stanislav 1st degree with swords, in 1859 - a golden saber with diamonds and the inscription "For courage" and the order of St. Anna of the 1st degree with swords, in 1860 received the imperial crown for the last order and the order of St. 2nd degree Vladimir with swords; April 23, 1861 promoted to lieutenant general. When General Evdokimov was recalled to the right flank of the Caucasian line , Kemfert took command from him over the left wing. In 1867 he was awarded the Order of the White Eagle .
In 1861-1862 he was assistant commander of the troops in the Kuban region , then was appointed commander of the 9th Infantry Division, but due to illness he was unable to take up the post. Since 1862, Kemfert was a member of the Caucasian Army and since 1872 he was an honorary magistrate of the Pyatigorsk Congress of Magistrates.
In September 1881, Kemfert finally retired and died in Pyatigorsk in 1882.
