Short Description

The Ural Federal University is the largest university in the Urals, the leading scientific and educational center of the region, and one of the largest universities in the Russian Federation. About 35,000 " https://urfu.ru/en/about/today/ students are studying in it, including about 32,000 full-time students (according to this indicator, Ural Federal University is comparable only with Moscow State University , St. Petersburg State University and Southern Federal University). In July 2013, Ural Federal University became one of the 15 universities of the Russian Federation that received the right to additional funding as part of a competition for entering the world university rankings. [4] .

The rector is Viktor Anatolyevich Koksharov , Ph.D. (Hist.), Who previously served as head of the government of the Sverdlovsk Region .

Creation History

Establishment of a State University

The first university was established in the city of Yekaterinburg by decree of the Council of People's Commissars of the RSFSR of October 19, 1920. Initially, it included institutes: mining, polytechnic, medical, agricultural, pedagogical, social sciences, as well as a working faculty. Due to a shortage of teachers in 1922, the division into institutes was abolished, 3 faculties remained in the university: chemical and metallurgical (including also chemical and engineering-forest departments), mining and medical. In 1924, the medical faculty was transferred to Perm State University , and the Ural University, which consisted of the remaining 2 faculties, was renamed the Ural Polytechnic Institute, in which the timber industry faculty was also organized in 1925.

In the following years, the institute created (or restored) the faculties: exploration, mining, timber, and mechanical. In 1929, the Faculty of Civil Engineering was established, and the chemical and metallurgical department was divided into chemical and metallurgical faculties. In 1930, during the reform of higher education (Decree of the Central Executive Committee of the USSR and the Council of People's Commissars of the USSR of July 23, 1930 “On the reorganization of universities, technical schools and labor schools”), the UPI was divided into 10 institutions (universities).

UPI and USU

In 1931, the Sverdlovsk State University was restored as an independent university (in 1936 it was named after A.M. Gorky , who took an active part in organizing the Ural University in 1920). On June 22, 1934 UPI was recreated on the basis of 7 out of 10 universities, then it became known as the Ural Industrial Institute (UII) (in 1934 the institute was named after S. M. Kirov ).

Thus, since the mid-1930s, there were two independent large universities in Sverdlovsk. In 1945, Sverdlovsk State University was renamed the Ural State University named after A.M. Gorky. In turn, in 1948, the Ural Industrial University was again renamed the Ural Polytechnic Institute (UPI). On December 24, 1992, the UPI was transformed into the Ural State Technical University (USTU) (order of the Ministry of Science, Higher School and Technical Policy of the Russian Federation No. 1133 dated 12.24.92). April 23, 2008 Ural State Technical University was named after its graduate Boris Yeltsin .

Greater Eurasian University

In the early 2000s, the administration of the Sverdlovsk region and the leadership of the two largest universities in Yekaterinburg - USTU-UPI and USU - came up with the idea of ​​creating a Greater Eurasian State University (BEGU) by combining technical and classical universities, as well as several other universities. The university project included the construction of a campus on the forest site behind Lake Maly Shartash and was included in the master plan for the development of Yekaterinburg . Despite the support of the regional leadership ( E. E. Rossel ), the construction of the BEGU was skeptical at the state university , the integration supporters were defeated in the rector’s elections in 2007. In December 2008, the BEGU project was announced and the Ural Federal University formed on the basis of its achievements (UrFU). The new concept is less ambitious, but supported by the Ministry of Education of the Russian Federation .

Creation of the Federal University

In the future (in the light of the organization of federal universities in Russia), it was decided to apply for the creation of a federal university on the basis of two universities [5] .

The Ural Federal University named after the first President of Russia B.N. Yeltsin was founded by decree of the President of the Russian Federation D.A. Medvedev No. 1172 dated October 21, 2009. According to the Presidential Decree, the Ural Federal University was created on the basis of the Ural State Technical University - UPI named after the first President of Russia B.N. Yeltsin ” [6] .

On April 2, 2010, an order was issued by the Government of the Russian Federation on the creation of the Ural Federal University named after the First President of Russia B.N. Yeltsin, a federal state autonomous institution of higher education [7] [8] .

On April 8, 2010, Prime Minister Vladimir Putin in Novosibirsk (at a meeting on the modernization of higher professional education in Russia) announced the appointment of the former head of the government of the Sverdlovsk region , candidate of historical sciences Viktor Koksharov, as rector of the Ural Federal University [9] . The order was signed on April 9 [10] .

On February 2, 2011, Minister of Education and Science of the Russian Federation A. A. Fursenko signed order No. 155 [11] on the reorganization of the Ural Federal University by joining the Ural State University (clause 1) within three months (clauses 5.1 and 5.4).

Subsequently, on May 12, 2011, an entry was made in the Unified State Register of Legal Entities on the termination of activity of the Ural State University named after A. Gorky as a legal entity , as well as on the corresponding reorganization of the Ural Federal University by joining the Ural State University [12] .

Research

The research team of UrFU is represented by scientists (670 bids at the end of 2015) [14] , faculty and graduate students. Scientific activity brought the university in 2015 582.5 million rubles. [14] . For 2015, it was planned to recruit 225 doctoral students on a contract basis, but failed to recruit a single one [14] .

Highly qualified teams of scientists work in UrFU, among them more than 650 doctors of sciences and about 2100 candidates of science, 30 members of state academies. The research work is carried out, in addition to the departments, at two research institutes: the Institute of Physics and Applied Mathematics and the Institute of Russian Culture. The university includes an astronomical observatory , a botanical garden, a biostation, several dozens of industry and university-academic laboratories, as well as two zonal libraries with a total library stock of about 3,200,000 items.

Fundamental and applied research is conducted in the most important areas of science and technology. UrFU is a participant in five Federal Target Programs (FTP), in particular, “Development of the Nanoindustry Infrastructure of the Russian Federation for 2008–2012”, “Research and Development in Priority Directions for the Development of the Russian Science and Technology Complex for 2007-2012,” “Scientific and Scientific pedagogical staff of innovative Russia ”on 2009—2013. etc. Scientific research is carried out at the expense of the state budget allocated for basic and prospecting research in the most important areas of science and technology, state and departmental scientific and technical programs, grant competitions, at the expense of industry ministries, departments, associations, as well as enterprises and organizations - on a contractual basis .

Ural Federal University provides training of highly qualified scientific personnel in the framework of postgraduate education through internships, full-time and part-time postgraduate studies, post-graduate studies and doctoral studies in more than 100 specialties of the Higher Attestation Commission. There are 30 dissertation councils at the Ural Federal University on physical, mathematical, chemical, technical, economic, political, sociological, philosophical, psychological, philological, historical sciences, cultural studies and art criticism. In August 2017, a decision of the Government of the Russian Federation was published, which allowed starting September 1, 2017, the Ural Federal University to independently award academic degrees [15] .

Ural Federal University and UMMC Technical University

The Ural Federal University played a significant role in creating the only private technical university in Russia - the UMMC Technical University . In the summer of 2013, at the Innoprom-2013 exhibition, an agreement was concluded between the UMMC and the Ural Federal University on the creation of a special department "Metallurgy" for the new university [16] . In addition, the Ural Federal University allocated 176 million rubles [17] to create this university, opened in September of the same year. On September 2, 2014, a Research Center was opened at the Technical University of the UMMC [18] . The close relationship between the two universities is expressed in the fact that the center’s functioning is supported by the Department of UrFU “Metallurgy” created in 2013 (it is headed by the Director of the Institute of Materials Science and Metallurgy of UrFU, Doctor of Technical Sciences V. A. Maltsev) and the Joint Stock Company “Uralelectromed” [ 18] . UrFU purchased special scientific equipment, having spent 171 million rubles on it, and UMMC allocated 200 million rubles. for the construction and equipment of a 4-storey building [19] .

In 2011, the Ural Federal University ranks 451–500 in the QS ranking, that is, it is included in the Top-500 (in total, the positions of 712 universities in the world are taken into account). In 2012, Ural Federal University retained 451–500 places, bypassing, for example, universities such as RUDN University (537 places), Higher School of Economics (542 places), Tomsk State University (580 places), Kazan Federal University (663 places). Moreover, in the QS rating, UrFU is the leader in the rating among all Russian federal universities [21] [22] . In 2013, in the QS ranking, Ural Federal University was in the 501-550 group, although it remained the leader among Russian federal universities and the second non-capital university in the top ten [23] .

The Republican Research and Advisory Center for Expertise (FGU NII RINKCE) included UrFU in the top five Russian universities that most effectively develop their innovative activities. According to the relevant key indicators, UrFU took the fourth place after Moscow State University , TSU and MSTU . According to the SRI RINKCE, in 2010 Ural Federal University produced works and services worth 14.6 million rubles and products - 17.7 million rubles. At MSU, the same indicators amounted to 1.04 million and 5 billion, respectively, at TSU - 1.08 billion and 214 million rubles, at MSTU - 1.8 billion and 1.7 million rubles. At the same time, in terms of the number of ongoing projects (101 and 134, respectively), Ural Federal University approached TSU and outperformed MSU and MSTU (96 and 3, respectively). At the same time, Ural Federal University received 34.3 million rubles from the state budget in 2010 for the development of innovative infrastructure, while Moscow and Tomsk universities received 42.9 million rubles each [24] .

In 2014, the Expert RA agency assigned a rating class “B” to a higher educational institution, which means a “ very high ” level of training for graduates; Moscow State University became the only university in the CIS to receive class “A” (“ exceptionally high level ”) in this rating [25] .

In 2015, the university lost its position in the QS World University Ranking. UrFU shares the line with 601-650 place with other universities, while a year earlier it was at 551 positions. In addition to the QS rating, there is a Shanghai rating, in which the Ural Federal University takes 901 places. In the ranking of universities of the BRICS countries, the educational institution is located on the 77th line, and in the ranking of higher education institutions of Russia is on the 13th line .

UrFU and the FSB

In 2016, the Ural Federal University published documents from which it follows that the university has units whose heads are appointed only by agreement with the FSB [26] . According to media reports, many current and former FSB officers and their relatives held positions in the Ural Federal University administration as of 2016: Vice-Rector for General Issues V. Kozlov, Advisor to the Rector V. Ilyinykh, Deputy Vice-Rector K. Polovnev [26] .

Video surveillance at lectures

As of 2017, the university conducted “security” video surveillance in 100 of the 500 available audiences [27] . This practice exists (according to data reported by the university’s press secretary in May 2017) for about three years [27] . Since 2017, the broadcasting of lecture notes from these cameras has begun [27] .

University Problems

As of March 2016, the rector’s office of the Ural Federal University included: 1 rector, 2 first vice-rectors, 3 deputy first vice-rectors, 7 vice-rectors and 10 deputy vice-rectors [29] . Such strange positions as deputy vice-rectors (in fact, deputy deputy rectors) arose as a result of the merger of the two universities, when the former vice-rectors had to create new managerial positions. For example, the vice-rector of Ural State University for scientific work A.O. Ivanov [30] became the vice-rector for science at Ural Federal University [29] . At the end of 2015, out of 9187 employee bids in the Ural Federal University, 1292 bids were related to administrative and managerial personnel [14] . Thus, the administrative apparatus was about 14% of the university employees. There were almost half of scientists at the university - 670 rates at the end of 2015 [14] .

At the beginning of 2015, a salary was set for a teacher with a degree of about 14.5 thousand rubles [31] . At the same time, the real salaries of professors with all the allowances almost did not differ from low salaries. In September 2015, the university pays only 12 thousand rubles per month for half the rate of a professor with a doctorate in sciences [32] . In September 2015, it was decided to reduce these salaries by transferring part of the teachers to one-eighth of the rate (a professor receives about 3 thousand rubles at this load), for which teachers were asked to change their employment contracts [32] . At the same time, the university applied the methodology for calculating the load, where 159 hours of teaching load per year at a professor is one eighth of the teaching load per rate (900 hours per year) [32] . The young associate professor, candidate of sciences A. V. Ladygin earned 232.5 thousand rubles from the Ural Federal University for 2015, that is, on average less than 20 thousand rubles. per month [33] . The rector of UrFU in 2014 earned 11.845 million rubles [34] . In 2015, the rector’s income exceeded 12.8 million rubles [35] .

In 2015, an associate professor of UrFU was convicted of taking bribes from 2012 to 2013 for a total amount of 50 thousand rubles, which she took for taking offsets without checking knowledge, to 3.5 years in a penal colony with a fine [36] . According to the court ruling, one of the vice-rectors for educational work of the Ural Federal University filed a complaint with her to law enforcement bodies [37] . In the appeal, the Sverdlovsk Regional Court commuted the sentence to a fine and re-qualified her actions on fraud [38] .

In October 2017, the Minister of Education and Science of the Russian Federation, Olga Vasilyeva, stated that the Ural Federal University did not comply with ministerial ideas about efficiency [39] .
