Border Service of the Federal Security Service of the Russian Federation

The frontier service of the Federal Security Service of the Russian Federation (FSB of Russia) is a structural unit ( special service ) within the Federal Security Service of the Russian Federation (FSB of Russia) whose main task is to protect, guard and defend the State Border of the Russian Federation - its land and water borders as well as marine biological resources of the exclusive economic zone of the Russian Federation .

According to Article 1 [1] of the Federal Law of May 31, 1996 No. 61-ФЗ “On Defense”, the border agencies of the PS of the FSB of Russia are not part of the Armed Forces of the Russian Federation (RF Armed Forces), but are bodies involved in performing certain tasks in defense areas.

In the Russian Empire, until 1893, border guards of the Department of Customs Duties of the Ministry of Finance carried the state border guard service. By decree of Alexander III of October 15, 1893, on the basis of the frontier guard, the Separate corps of the frontier guard was formed, which organized the border guard organizationally. Since 1893, the State Border Guard Service was carried out by the Separate Corps of the Border Guard , and the Border Gendarmerie [4] exercised control over the entry into and departure from Russia .

After the October Revolution , on 28 May 1918, the Border Guard of the Border of the RSFSR was established by the decree of the Council of People's Commissars of the RSFSR (SNK RSFSR). At the same time, the Main Directorate of the Border Guard was created, into which officers of the former Directorate of the separate corps of the border guard of Russia were transferred in full force.

After a series of transformations over the years of the USSR , since 1957, the Border Troops became part of the State Security Committee at the USSR Council of Ministers , which in 1978 was transformed into an independent state committee - the USSR State Security Committee (USSR KGB). The Main Directorate of the Border Troops of the KGB of the USSR was created.

On March 21, 1989, the Frontier Forces of the KGB of the USSR (together with the Internal Troops of the Ministry of Internal Affairs of the USSR and the Railway Troops ) were expelled from the Armed Forces of the USSR (USSR Supreme Soviet ) by the Decree of the Presidium of the USSR Supreme Soviet No. 10224-XI [5] the strength of the Armed Forces - both the USSR Armed Forces, and subsequently the RF Armed Forces.

On December 3, 1991, the KGB of the USSR was abolished and divided into 3 separate departments: the Interrepublic Security Service , the Central Intelligence Service and the Committee for the Protection of the USSR State Border [6] . The powers to protect the state border, along with a number of other powers, were transferred from the KGB of the USSR to the newly formed Committee for the Protection of the USSR State Border, reorganized from the Main Directorate of the Border Troops of the KGB of the USSR [7] .

On October 28, 1992, the Committee for the Protection of the State Border of the USSR was abolished [8] . Due to the size of the abolishing Committee for the Protection of the State Border and military units subordinated to it, the Border Troops of the Russian Federation [9] were formed by the Decree of the President of the Russian Federation No. 620 dated June 12, 1992 [10] that operated from January 1992 years to December 1993 .

On December 21, 1993, the Ministry of Security of the Russian Federation was abolished and the Federal Counterintelligence Service of the Russian Federation (FGC of Russia) was created [11] . Almost all units of the abolished Ministry of Security of the Russian Federation, with the exception of the border troops assigned to an independent federal service, became part of the FGC of Russia.

December 30, 1993 on the basis of the Border Troops, which were part of the abolished Ministry of Security of the Russian Federation, the Federal Border Service was formed - the Main Command of the Border Troops of the Russian Federation (FPS - Glavkomat) [12] .

Exactly one year later, on December 30, 1994 , the Federal Border Guard Service - the Main Command of the Border Troops of the Russian Federation was renamed the Federal Border Guard Service of the Russian Federation (FPS of Russia). Border troops were a structural part of the FPS of Russia.

From December 30, 1994 to March 11, 2003, the Federal Border Guard Service of Russia existed as an independent special service of Russia with the rights of a federal executive body responsible for solving the tasks of ensuring the state security of the Russian Federation within its powers. The director of the Federal Border Service of Russia was directly subordinate to the President of the Russian Federation.

In 2000–2003, the powers of the Federal Border Guard Service of Russia and the Border Troops of the Russian Federation were regulated by Federal Law No. 55-ФЗ “On the Border Guard Service of the Russian Federation” [14] .

Since July 1, 2003, the Federal Border Service of the Russian Federation has been abolished by the decree of the President of the Russian Federation [15] . Its functions were transferred to the Border Service established by the same decree as part of the Federal Security Service of the Russian Federation. To organize the activities of the newly created structure, an Organizational Department of the Border Guard Service of the Federal Security Service of Russia is formed.

On July 20, 2004, the Coast Guard of the FSB of Russia FSB was established on the basis of the Marine Guard of the FS of Russia FSB - a Coast Guard Directorate was created in the Organizational Department of the FSB FS of Russia [17] (transformed into the Coast Guard Department in 2007) [18] .

In 2005, the Russian Federation abolished such a type of power structures as border troops - since that time, all formations of the SS of the FSB of Russia are called border agencies [19] .

The Border Service of the Federal Security Service of Russia is a single centralized system of government bodies , border authorities and border control services within the Federal Security Service of the Russian Federation, including [22] [23] [24] :

In addition, depending on their territorial location, border guards were assigned various military units of the FSB of Russia aviation , as of the beginning of 2012: 1 separate heavy transport aviation regiment, 10 united squadrons and 2 aviation groups reorganized after 2003 from former air units of the Border troops of the Russian Federation - the Joint squadron excluding special forces of the Russian FSB, based in Vnukovo and Sheremetyevo , previously (before the abolition of the Federal Border Service of Russia) was part of the Russian Federal Security Service, whose task is to transport the leading staff of the Russian FSB, as well as the personnel of the Special Purpose Center [25] .

Regional departments were formed in the period 1997–2000 in the structure of the Federal Border Guard Service of Russia on the basis of the former offices of border districts and groups of the Border Troops of the Russian Federation [28] , which after the reorganization received the names of regional offices of the Federal Border Service of the Russian Federation (RU FPS of Russia) [29] .

In July 2004, the Border Guard Service moved from the linear principle of the protection of the state border to the regional object. In this regard, optimization of the structure of its governing bodies is carried out, during which RPUs of the FSB of Russia are excluded from this structure as excessive management links, reorganized into organizational and control bodies - structural divisions of the FSB of Russia, which are not independent administrative administrative units [40] .

According to the new scheme, the Border Guard Service instead of 10 includes 8 regional border managements (within the federal districts ), which mainly perform only organizational and control functions [40] .

Border Guard Symbols and Insignia

 
Light green beret and green cap .

The main distinguishing marks of the Russian border guards are a cap with a light green crown (green cap) [53] , a light green beret (green take) [54] and a vest with light green stripes [55] whose shade differs significantly from the olive bands vests. The green color of the border cap, vest and beret has a distinctive light green-emerald green. The green beret of the frontier guards of a light green-emerald shade [56] should not be confused with the dark green beret of the reconnaissance units of the National Guard troops of the Russian Federation [57] , which has a darker (spruce) shade of green and also the dark green beret of special units appointment of the Federal Bailiff Service .
