Finger, Nikolai Ivanovich

Nikolai Ivanovich was born on January 3, 1949 in the village of Sukhaya Buffalo, Petrovsky District, Stavropol Territory .

In 1973 he graduated from the Pyatigorsk State Pedagogical Institute of Foreign Languages with a degree in German, qualification and title “German Teacher of High School”; in 1979 he graduated from the Stavropol Order of the Red Banner of Labor Agricultural Institute with a degree in Economics and Organization of Agriculture, qualification as Economist-organizer of agricultural production; in 1990 he graduated from the Academy of Social Sciences under the Central Committee of the CPSU with a degree in “Theory of Socio-Political Relations”, qualification “Political scientist. Teacher of socio-political disciplines ” ^[3] .

In 1973-1974 he served in the Soviet Army . From 1974 to 1990 - at the Komsomol work, including (sequentially): secretary, 2nd secretary, 1st secretary of the Stavropol Krai Komsomol, head of the propaganda department of the Komsomol Central Committee , secretary of the Komsomol Central Committee. Since 1990, in senior positions in the state corporation Roskhleboprodukt and a number of commercial organizations. Since 1999 - First Deputy Head of the Administration of the Specially Protected Ecological and Resort Region of the Russian Federation - Caucasian Mineral Waters . Since 2001 - Deputy Chairman of the Government of the Stavropol Territory, where he headed the social bloc. In 2005-2007 - Minister of Labor and Social Protection of the Population of the Stavropol Territory. Since July 16, 2008, the acting head of Stavropol , on October 12, 2008, was elected head of the city, remained in office until March 25, 2011. At present, he is the Honorary Vice-President of the Stavropoltsy community in Moscow ^{[6] [7]} .

Father - Paltsev Ivan Timofeevich, mother - Paltseva Elena Savelievna. Married, has a son - the head of a large Moscow construction company ^[1] .
