Biography
In 1973 he graduated from the Faculty of Law of the Catholic University of Peru, completed an internship at the University of Wisconsin (USA).
In 1972 - 1977 - employee [ who? ] Latin American Development Management Center (DESCO),
in 1984 - 1993 - Director of the Institute for Freedom and Democracy (ILD). At the same time he taught constitutional and administrative law at the Catholic University of Peru and the Peruvian University of Applied Sciences.
