Content

About the program

The program “Man and the Law” has been aired since March 10, 1970 [11] . In Soviet times, as a rule, the program appeared in the format of a television magazine, sometimes in the format of a legal video channel. The main topics of the program are the most important events in the political, economic and social life of the country. At the same time, the focus of the issues is aimed at covering the activities of law enforcement agencies, journalistic investigations and disclosures. A number of regular authors and correspondents are working on the program [12] . Due to the presence of feedback, the program was unusually popular among Soviet television viewers [13] .

The first leaders of “Man and the Law” were Anatoly Bezuglov and Yuri Krause [14] . Subsequently, Krause talked about his work in this program:

 I suddenly realized that “Man and the Law” provides an exceptional opportunity to tell the truth from the screen. At that time, television (of course, not only there) strongly encouraged varnishing of reality. People spoke on pieces of paper so as not to blurt out the excess. But what kind of piece of paper can we talk about if the defendant is fighting for his life or is seeking a reduction in his term? No pre-trial detention center , no colony is simply varnished. What could possibly be more true than shooting a capture of a criminal? And dens and detoxification facilities ? It was such a burning truth that sometimes at the reception of the programs the bosses burst out: “Could you not have changed this alcoholic ?” They found fault with almost every program: “Remove it here, cut it there, but never show it.” And yet something made its way into the air. Before finally signing the so-called folder, the editor-in-chief longingly addresses his deputies: “Well, what, will we sign it? Oh, I feel, it will fall to us ... ”And from time to time it really did fall ... [14] 

As head of the Man and the Law program, Yuri Krause was twice awarded the USSR Ministry of Internal Affairs Prize in 1985 and 1990 . He led this program for 20 years [15] .

Since the beginning of 1995, during the formation of ORT and the subsequent liquidation of the Ostankino television and radio company , the Creative Group of Man and the Law began transmitting under contracts, since the main part of the production for the channel was prepared by VID , ATV and REN-TV [16] . The program was on the verge of closure; employees were not paid salaries for six months [17] . As part of the broadcast time of the program, Yuri Krause initiated the start of showing documentaries on contemporary crime in Russia, for which the channel “ Documentary Detective ” was subsequently highlighted on the channel [18] . Then the host of the program “Behind the Kremlin Wall” and the former director of the Resonance studio of the Ostankino State Television and Radio Broadcasting Company Alexey Pimanov decided to become a producer of the program, and his candidacy was adopted almost unanimously by the creative team of Man and the Law [17] [19] . Pimanov recalled that period of work: “ The program is aging with the viewer. In 1994-1995, this was especially felt, and we very hard started a new policy ” [20] . There was a proposal to rename the transfer, but this idea did not find support [21] .

In 1997, the program "Man and the Law" was restarted, its production was started by the RTS television company founded by Alexei Pimanov (now - Ostankino) [22] [23] . Until the end of 2000, together with Pimanov himself, the program was alternately led by Konstantin Abaev [24] [21] . The subject of the program’s subjects also expanded: correspondents, in addition to describing domestic crimes, began to deal with the subject of crime in politics, economics, and culture [25] . This was caused by Pimanov’s desire to update the program and make it a cross between its old version and the popular Top Secret program ( RTR ), since Man and the Law had long needed to be updated. According to the mail that came to the editorial office in Ostankino, in the last years of the existence of its old version, only housewives and citizens of retirement age watched the program actively, while young viewers and intelligentsia inevitably switched to other channels during its broadcast on ORT, which negatively affected the ratings of the first button [7] .

From 1999 to 2003, the program was broadcast with sign language in the morning replay [26] . Further, the program’s repetitions in the morning or afternoon broadcast of the channel were broadcast until mid-2006, most often on the day after the premiere.

Since 2005, the program goes on summer vacation (with the exception of 2011 and 2013). On October 29, 2009, the last release of the program was shown with a demonstration of the closing credits, indicating the correspondents and the crew.

From January 25, 2013 to the present, it is released on Fridays at 18:50 (later - at 18: 45/18: 40), immediately before the start of the television game “ Field of Miracles ”.

Known Issues

Public resonance at the time was caused by the release of the program about the death of Kursk [27] , as well as the murder of Dmitry Kholodov [28] [29] , the terrorist attacks on Dubrovka [30] and Beslan .

December 3, 2009 there was a story about the violation of the Russian national football team sports mode [31] . The plot showed conversations of a hookahman of a restaurant where football players were relaxing, and an employee of the Marriott hotel , recorded on a hidden camera, where they talked about how national team players smoked hookah and drank alcohol before important games [32] . Excerpts from recordings of the broadcasts of butt games for the 2010 World Cup between the national teams of Russia and Slovenia were also shown.

After the program was released, the State Duma decided to check the information [33] , the players Aleksey and Vasily Berezutsky decided to sue the program [34] [35] , and the RFU demanded clarification from Channel One [36] , to which it was answered that all information is verified [37] . The host, Aleksey Pimanov, said: “If someone brings the case to court, the applicant will only get worse. In the program, we did not show all the materials that we possess, but in court we will be ready to provide them ” [38] .

After the plot, an employee of the Marriott hotel was fired [39] , and sports commentator Vasily Utkin challenged Alexei Pimanov to a verbal duel on the air of Ekho Moskvy radio station [40] , which the host of the Man and the Law program refused [41] . On December 10, 2009, a second story appeared, in which Alexey Pimanov expressed surprise at the resonance that caused this story, but did not refuse his words. The issue of players whose names were made public has not been resolved. The players themselves reject any allegations, however, they do not prove this conclusively [42] .

After that, the football players Berezutsky brothers sued the program, but the Ostankino court of Moscow refused to satisfy the claim [38] .

A negative reaction in Lithuania was caused by the plot of the program release of October 4, 2013 on the Vilnius events of 1991 . The attack of the Soviet army and special forces was denied in it, as a result of which 14 were killed and more than 1000 civilians of Lithuania were injured. Jolanta Butkevichene, Chairman of the Board of BMA Lietuva (a holding company that broadcasts PBC in Lithuania), apologized to the Lithuanians for the “insulting program for every Lithuanian citizen’s feelings about the events bitter for the whole country on January 13, 1991.” [43] Broadcasting of the First Baltic Channel in Lithuania was resumed on January 15, 2014, but the broadcast “Man and the Law” in Lithuania and other Baltic countries is no longer broadcast [44] .

Parodies

  • In the program "Hobosts" on the channel " 2x2 " this program was spoofed, and it was called "The right person and the law."
  • In 2009, the program “Man and the Law” was also spoofed in the parody show “The Big Difference ” [47] .
