The Kolyma okrug with its center in the city of Magadan was formed on July 14, 1939 from the northern regions of the Khabarovsk Territory, reporting directly to the Krai Executive Committee. Included 3 areas:
- Olsky. Center - Ola Village
- North Even. Center - Nachkan village
- Middle Kansky. Center - Seymchan Village
On August 31, 1939 the district was abolished, and its districts again fell into direct subordination to the Khabarovsk Regional Executive Committee.
