European Convention on Nationality - The Council of Europe Convention, adopted in 1997 and entered into force in 2000 . Regulates the conditions and procedures for the acquisition, loss and restoration of citizenship , principles of action in the event of state succession or multiple citizenship. For 2016 , 20 states are parties to the convention, including Ukraine ; another 9 have signed it, including Russia . Latvia signed the convention, but in 2012 the Sejm rejected ratification (see Latvian Citizenship ).
