The base price is the price of the goods established at the time of the conclusion of an option transaction in negotiations between the seller and the buyer . The base price determines the actual price of the goods. To the base price there is a scale of allowances and discounts . When market conditions change , basic prices remain stable, and allowances and discounts undergo changes, which leads to a corresponding increase or decrease in prices. The degree of deviation of actual prices from base prices is determined by the conditions of sale and the state of the economy [1] [2] .
In planning and statistical accounting , the basic price is understood as the price taken when calculating the indices characterizing the dynamics of production , cost and other indicators of the development of the national economy . Base prices are applied because the price level for the same product may be different over the years, and measuring and comparing the cost indicators in the national economy for different years at current prices does not give a correct idea of their real change [2] .
In foreign economic activity, the base price serves as the basis for determining the international trade price index ( export and import ) in general and for individual groups of goods. Published in international and foreign trade statistics, periodicals of the United Nations . The base price is systematically reviewed, which makes it possible to take into account to a large extent changes in the assortment of foreign trade , especially for finished products , for which base prices are calculated in the form of a specific value [1] [3] .
