Biography
The son of a prosperous arat from the Shemi locality (now the village of Shemi, Dzun-Khemchikskogo kozhuuna Tyva). He was educated at a Buddhist monastery in Urga and in the Upper Chadan Khure [1] (he had a Kepshi degree, was one of the leading lamas of the Upper Chadan Khure). [2] Belonged to the so-called middle link of the emerging Tuvan intelligentsia, in his views he tried to combine the experience of the old culture and the trends of the new time. [3]
In the period from 1925 to 1929 - the second chairman of the Presidium of the Small Khural (head of government) of the Tuva People’s Republic (until 1926 - the Republic of Tannu-Tuva) and the Minister of Foreign Affairs. [four] [5]
In the summer of 1925 he was the head of the Tuvan delegation at negotiations in Moscow on the conclusion of an agreement on the establishment of diplomatic relations between Tannu-Tuva and the USSR . [6]
After the creation of the Tuva Commercial and Industrial Bank (Tuvinbank) in September 1925, he was elected the first chairman of the Bank's Council. [7]
Like a number of TNR leaders of that time, he was loyal to Buddhism and the sangha . In 1927, at a meeting of the Council of Ministers of the TNR, in a report on the role and position of Buddhism in society, he stated the following: “At present, we, the Tuvan people, are a free republic, but due to some circumstances and the Constitution we adopted, which states that in order to ensure freedom of conscience for the working people, the church is separated from the state and religion is declared a private affair of every citizen, a significant part of the population is as if separated and almost outlawed . [2]
He was accused of counter-revolutionary activity and shot together with Buyan-Badyrgy in 1932. Rehabilitated in 2007 [8] [9] .
