The Prime Minister of Rwanda is the head of the Government of Rwanda , appointed by the President of the country and performing mainly technical functions. The post first appeared after the proclamation of the country as a republic in 1961 and gaining self-government as part of the Belgian protectorate of Rwanda-Urundi , but soon Gregoire Caiibanda consolidated the posts of president and prime minister. After gaining full independence in 1962, the post was abolished and restored only in 1991 .
