Mehdiyev, Ramiz Enver

Born in the city of Baku on April 17, 1938.

After graduating from the Baku Naval School in 1957, he worked in the Caspnefteflot Office of the VPM Kaspmorneftegazprom.

In 1961 he entered the history faculty of S.M. Azerbaijan State University Kirov.

In 1965, as a fifth-year student, he was nominated as an instructor in the student department of the Central Committee of the Young Communist League of Azerbaijan , in 1967-68. He worked as second secretary of the Nakhichevan regional committee of the Komsomol.

In 1968 he entered the graduate school of the Faculty of Philosophy of Moscow State University named after M.V. Lomonosov . Thesis "V. I. Lenin on the relationship of nationalism and opportunism ”for the degree of candidate of philosophical sciences defended in May 1972 at a meeting of the Academic Council of the Faculty of Philosophy of Moscow State University .

Since 1972, he worked as a teacher, then as a senior teacher of the Department of Scientific Communism of Azerbaijan State University .

In May 1974 he was nominated to the apparatus of the Central Committee of the Communist Party of Azerbaijan as a lecturer in the propaganda and agitation department. In June 1976 he was approved as deputy head of the department of science and educational institutions of the Central Committee of the Communist Party of Azerbaijan.

In October 1978, he was elected first secretary named after 26 Baku commissioners of the Republic of Kazakhstan KP of Azerbaijan.

In June 1980, he was approved by the head of the department of science and educational institutions, and in January 1981, by the head of the department of organizational and party work of the Central Committee of the Communist Party of Azerbaijan.

In December 1982, he was elected secretary of the Central Committee of the Communist Party of Azerbaijan. In May 1988, in connection with the change of leadership of the republic at the plenum of the Central Committee, he was relieved of his post as Secretary of the Central Committee of the Communist Party of Azerbaijan.

In June 1988, he was appointed head of the department of the Institute for Social and Political Studies and Information of the Azerbaijan Academy of Sciences .

In 1993 he defended his thesis for the degree of Doctor of Philosophy.

In February 1994, the President of the Republic of Azerbaijan, Heydar Aliyev, was appointed head of the Presidential Administration, and in February 1995 - the head of the Presidential Administration of the Republic of Azerbaijan.

In 1980-1990 he was a deputy of the Supreme Council of Azerbaijan of two convocations, and in 1995 he was elected a member of the Milli Majlis of the Republic of Azerbaijan .

In April 2001, he was elected a member of the New York Academy of Sciences . In 2007 he was elected a full member (academician) of the National Academy of Sciences of Azerbaijan .

He is the author of numerous scientific articles (over 100) and books on the problems of national and socio-political relations, the development of the modern Azerbaijani state and society. He is the author of such books as:

• The Order of Honor ( April 17, 2013 ) - for special merits in the field of state building and fruitful activity in the public service in the Republic of Azerbaijan ^[12] .
• Order of Friendship ( May 14, 2008 , Russia ) - for a great contribution to strengthening friendly relations between the peoples of the Russian Federation and the Republic of Azerbaijan ^[13] .
• Two orders of the Red Banner of Labor .

Married, has two children: daughter and son.
