Biography
He graduated from the University of Melbourne .
The civil service began in 1939 in the treasury.
During the Second World War, he fought on the fronts of the Middle East , Greece , New Guinea . He was awarded the British Order of Distinguished Service . After the war, with the rank of lieutenant colonel, commanded the third infantry battalion of the Australian Armed Forces.
Then he returned to public service. He worked at the Australian High Commission in Canada . Then he was appointed Australian Ambassador to Thailand , played an important role in the creation and the first years of the Organization of the Southeast Asia Agreement (SEATO) . In 1961 he was appointed ambassador to Canada. In 1964-1965 - Ambassador of Australia to the United Nations .
1966–1970 — Chief Administrator of the Trust Territory of Papua New Guinea .
1970-1973 - Minister of External Territories of Australia.
1973-1976 - the first Commissioner for military affairs ( Eng. Military Ombudsman ).
1976-1979 - State Secretary of the Ministry of Aboriginal Affairs.
Since 1979, retired.
