Aleksey Aleksandrovich Dymovsky (born August 28, 1977 , Blagoveshchensk , Amur Region , RSFSR , USSR ) - Russian police officer , major of the Ministry of Internal Affairs of Russia . He became widely known after November 5, 2009 made an open video message to Russian Prime Minister Vladimir Putin and Russian officers, which was posted on the Internet on the site [1] and which was soon posted on YouTube . The leader of the movement for the reform of law enforcement agencies "White Ribbon" [2] . He was arrested on January 22, 2010 and released after 42 days.

Biography
Alexey Dymovsky was born on August 28, 1977 in the city of Blagoveshchensk, Amur Region .
In 1992, he graduated from secondary school No. 11 in the city of Svobodny, Amur Region .
In 1996 he graduated from the Svobodnensky Railway College .
In 1996-1998 served in the Armed Forces of Russia .
Since 2000, he began his career in the Ministry of Internal Affairs of the Russian Federation .
In 2000-2004 worked as a district police officer of the Central Internal Affairs Directorate of the city of the Free Amur Region. In 2004 he was transferred to the police department of the city of Novorossiysk .
In 2005, he was appointed to the post of the operative investigative unit ( ORCh ) operative officer (through the criminal investigation department ).
In 2008, he was appointed to the position of senior operative officer of the ORC (through the criminal investigation department).
Appeals to the Prime Minister
On November 5, 2009, two videos were published on Dymovsky's personal website (www.dymovskiy.ru) containing an appeal to Putin and all officers. The videos also quickly appeared on Youtube.com and became very popular. At first, the Dymovsky video was reported mainly by opposition media.
On this occasion, the Ministry of Internal Affairs conducted official inspections, which, according to the leadership of the department, did not confirm the words of Dymovsky . Despite this, many [ specify ] civilians and officials who spoke about this generally agreed (literally: “... he did not say anything new ...” ) with the opinion of Dymovsky, and some even confirmed in their statements the facts of corruption in law enforcement agencies, in particular, the city of Novorossiysk .
A criminal case was instituted against the major under the article “Fraud committed by a person using his official position”.

He asks the real officers to join him. He talks about honor, dignity, justice, honesty, love of work. Describes the hardships of working in the police, arising from the disregard, rudeness and tyranny of the authorities, and the ensuing problems in his personal life. He talks about the unfair attitude of his superiors. About unpaid, irregular work. About a small salary, which entails "kalym". About "long-term plans" to increase the disclosure of crimes (the so-called " stick system ", APPG). And about the cases when "people should be put in jail" by order.
To Putin:
He speaks of a small (14,000 rubles) salary, constantly unpaid work on the weekend. He talks about his case of going to the clinic when he was refused outpatient treatment, referring to the police chief. Names the surname of the head of the city’s internal affairs department, Chernositov, who awarded him the rank of police major for "a promise to imprison an innocent man." He speaks of a colonel threatening him with dismissal; the lack of employees' rights to strike or to organize demonstrations; and in general, about the practice of dismissal for an administrative offense, instead of assistance from managers. He names the name of the chief of police of Novorossiysk, Medvedev, claiming that "he is convicted of a criminal offense," "a sentence has been passed," "his name and surname have been replaced, and he has not been convicted." Turns to Putin: “Let's do an independent investigation throughout our Russia” and asks “to speak face to face”.
Subsequent Events
Soon the local and federal press began to write about the commercials [5] - the first message was made by the site of the newspaper “ My District ” [6] .
On the weekend of November 7-8, the Central Internal Affairs Directorate in the Krasnodar Territory conducted an internal audit in the police department of the city of Novorossiysk, following which Dymovsky was fired from the internal affairs bodies for defamation [7] [8] [9] .
Soon Dymovsky begins to give numerous press conferences in various cities of the country, participate in rallies, speak in the media, and open public receptions. [10] [11] [12] [13] [14] [15] [16] [17] [18] [19] At the end of November, Dymovsky announced his desire to create his own social movement, the White Ribbon. [20]
On December 16, 2009, the head of the Department of Internal Security of the Ministry of Internal Affairs of the Russian Federation , police lieutenant general Yuri Draguntsov said that materials for verifying the major’s statements were forwarded to the Investigative Committee at the prosecutor’s office and that Dymovsky could be charged with embezzlement and disclosure of state secrets [21] .
December 24, 2009 D. A. Medvedev signed a decree on the reform of the Ministry of Internal Affairs until 2012 [22]
On December 28, 2009, a criminal case was opened against Dymovsky under Article 159 of the Criminal Code of the Russian Federation “fraud committed by a person using his official position”. [23] The Department of Internal Security (DRC) of the Ministry of Internal Affairs of the Russian Federation did not reveal violations that were reported by current and former law enforcement officials in their video messages. This was reported to ITAR-TASS by the head Yuri Draguntsev. Dymovsky has been assigned a psychiatric examination. [24] The associate of Dymovsky was fined two thousand rubles. [25] Dymovsky’s defender received seven days of arrest in Novorossiysk. [26] On February 21, a picket was held in St. Petersburg [27] , in Novorossiysk, a rally in defense of Dymovsky and Chekalin . On February 27, human rights activist Vadim Karastelev was beaten at his home, one of the attackers was detained.
On April 12, 2010, Dymovsky made the “last,” as he said, address to President Dmitry Medvedev. He called on Medvedev to raise the criminal case of the 1990s, in which Vladimir Putin appeared, “to recall Kursk, Nord-Ost, Beslan.” According to Dymovsky, it is necessary that those responsible for these events respond as they deserve. “Tidy up November 12. Otherwise, I will ask people to come to Red Square, ”said Dymovsky. He also called on Medvedev to "go down to the ground," to come to the village to see how ordinary people live. [28]
On April 13, 2010, Alexei Dymovsky signed the appeal of the Russian opposition “ Putin must leave .”
Detention and trial
On January 20, 2010, Dymovsky was charged. On January 22, the Court selected a preventive measure in respect of him in the form of detention [29] [30] . Since January 22, Dymovsky was detained in a pre-trial detention center in Krasnodar. Lawyers appealed against the detention of Dymovsky in the Krasnodar court [31] . On January 25, in Novorossiysk, the first court hearing was held in a criminal case against Dymovsky. On January 28, searches were carried out in the apartments of the civil wife of Dymovsky and his half-brother [32] . On March 7, the preventive measure was changed to a recognizance not to leave. Dymovsky was released.
On March 23, the Primorsky District Court of Novorossiysk satisfied the civil claims of the head of the Internal Affairs Directorate of Novorossiysk Vladimir Chernositov and the head of the Department of Internal Affairs of the Primorsky District of the city Valery Medvedev and ordered Dymovsky to pay 50 thousand rubles to each of them. The defense intends to appeal this decision in law [33] [34] .
MIA reaction
Dymovsky’s colleagues and some journalists expressed their distrust and protest to the actions of the former major. [35] In particular, the editor-in-chief of the Russian News Service, Sergei Dorenko, spoke negatively about his personality, noting that Dymovsky “does not correspond to the scale of the problems” in the Russian Ministry of Internal Affairs [35] .
Major’s colleagues expressed doubts about the adequacy of Dymovsky’s behavior. So, the head of the press center of the Ministry of Internal Affairs of Russia Oleg Yelnikov said that his behavior “may well be the result of the circumstances and the situation,” and that, quite likely, Dymovsky simply “broke loose” [35] . Forensic psychiatrist Mikhail Vinogradov described the condition of Alexei Dymovsky as "extreme emotional arousal." According to his observations, the action of Dymovsky is a step of despair [35] .
The Ministry of Internal Affairs also reported that non-governmental organizations financed from abroad, in particular, the US Agency for International Development (USAID), may be behind Dymovsky’s public statements [35] .
Public and Media Reactions
The video message caused a great public outcry. According to the head of the commission for control over the activities of law enforcement bodies of the Public Chamber of the Russian Federation Anatoly Kucherena , the Public Chamber of the Russian Federation intends to conduct its own investigation of the facts, which Dymovsky stated in his appeal [36] . State Duma Speaker Boris Gryzlov said that if Dymovsky’s statements are confirmed, it will be necessary “to take concrete steps urgently” [35] .
The leader of the Just Russia party, Sergei Mironov, said: “The fact that Major Dymovsky says, alas, is true, and the minister, by the way, knows this very well, and, congratulating his comrades in the Ministry of Internal Affairs via television, he was forced to speak bitter, but very honest words about the problems that are in the Ministry of Internal Affairs. I think that the reform of the Ministry of Internal Affairs is not far off ” [37] . According to the scientific editor of Expert magazine Alexander Privalov , [38] “Dymovsky is suitable as a reason to start serious changes; more than that, he is perfect ... If Major Dymovsky was not there, then he should have been invented. ”
The famous actor Gosha Kutsenko in an interview with the newspaper “ Komsomolskaya Pravda ” admitted: “I respect the Internet statement made by the major. What is behind this, I don’t know, but as an actor I can say that he was not speaking a learned text ... I would play Dymovsky . ” [39]
At a press conference “Reform of the Ministry of Internal Affairs: what should the department be like?” [40] , Gudkov (State Duma Committee on Security) and Volkov (State Duma Commission on Legislative Support for Combating Corruption) said about Dymovsky that “in principle, he is right” and “said the truth. "

Assassination
On February 1, 2011, a message appeared about the assassination attempt on A. Dymovsky: his head was broken in a fixed-route taxi on the Anapa - Novorossiysk road, a personal phone number disappeared; An application was submitted to the local police (Novorossiysk). [43]
Accident
On October 26, 2013, ex-Major Dymovsky was arrested for 15 days for leaving the scene of an accident the day before. Dymovsky himself claims that there was no accident. [44]
Further Life
A October 2015 publication on Dymovsky says that although Dymovsky’s website continues to be updated, he himself has moved away from politics. Dymovsky lives in his house in Novorossiysk, has a daughter, has been raising pepper from the Caribbean all summer, has built a chicken coop and is about to start chickens [45] .
