The fourth republic began with the adoption of the Yusin constitution in a referendum on November 21, 1972. The new constitution gave the president de facto control of parliament. Fearing a possible resignation, Pak introduced a state of emergency in 1974 and 1975 , which led to the arrest of hundreds of dissidents .
International Relations
A series of events in foreign relations led the Pak government to review its diplomatic position. A significant event was the reconciliation of the United States and China , which played against the tightening of the Cold War . South Korea began to establish ties with many countries of the world. Then there were cross-talks between South Korea and the DPRK . Pak also announced plans for the South Korean government to unite the country.
