Petrozavodsk City Council (Petrosoviet) is a representative body of local self-government of the Petrozavodsk city district . Located in the city of Petrozavodsk . Effective March 29, 1788.

The Petrosoviet is a permanent elected, collegial body of local self-government, it consists of 28 deputies elected by the residents (voters) of the city of Petrozavodsk. The term of office of deputies of the Petrozavodsk City Council is 5 years.

The chairman is Gennady Pavlovich Bodnarchuk (since February 18, 2015) [1] .

The latest election of deputies of the Petrosoviet was held on September 18, 2016.

Powers of the Petrosovit

Currently, the exclusive competence of the Petrozavodsk City Council includes [2] :

  • adoption of the Charter of the Petrozavodsk urban district and introduction of amendments and additions to it;
  • approval of the local budget and report on its implementation;
  • establishment, amendment and cancellation of local taxes and fees in accordance with federal legislation on taxes and fees;
  • adoption of plans and development programs for the Petrozavodsk urban district, approval of reports on their implementation;
  • determination of the procedure for managing and disposing of property in municipal ownership;
  • determination of the procedure for making decisions on the creation, reorganization and liquidation of municipal enterprises, as well as on setting tariffs for services of municipal enterprises and institutions, performance of work, with the exception of cases provided for by federal laws;
  • approval of tariffs for connecting to the system of communal infrastructure, tariffs of organizations of the communal complex for connecting, premiums to tariffs for goods and services of organizations of the communal complex, premiums to prices (tariffs) for consumers;
  • approval of tariffs for services provided to the population by municipal unitary enterprises of housing and communal services and public transport;
  • the establishment, within the powers established by applicable law, of the regulation of tariffs for connecting to the communal infrastructure system, tariffs of communal complex organizations for connecting, premiums to tariffs for goods and services of communal complex organizations, premiums to prices (tariffs) for consumers;
  • setting fees for renting municipal housing;
  • determination of the order of participation of the Petrozavodsk urban district in organizations of inter-municipal cooperation;
  • determination of the order of material and technical and organizational support for the activities of local authorities;
  • control over the fulfillment by local authorities and officials of local self-government of powers to resolve issues of local importance;
  • making a decision to dismiss the Head of the Petrozavodsk urban district;
  • adoption and amendment of the Regulations of the Petrozavodsk City Council;
  • adoption of generally binding rules on local issues of the Petrozavodsk urban district, provided for by the Charter of the city;
  • approval of the privatization program of municipal property;
  • adoption of regulatory legal acts regulating land relations in the territory of the Petrozavodsk urban district within the limits established by federal legislation and the legislation of the Republic of Karelia;
  • approval of the territorial planning scheme of the Petrozavodsk city district, the General Plan of the Petrozavodsk city district, approval of local standards for urban planning, approval of the Land Use and Development Rules of the Petrozavodsk city district;
  • establishing the procedure for organizing and implementing territorial public self-government, the conditions and procedure for allocating the necessary funds from the local budget;
  • hearing and evaluating the annual reports of the Head of the Petrozavodsk city district on the results of its activities, the activities of the Administration of the Petrozavodsk city district, including the resolution of issues raised by the Petrozavodsk City Council;
  • control over the activities of local governments, as well as local government officials, the appointment of which is agreed by the Petrozavodsk City Council, provided for by the Charter of the city, in the manner established by the Charter of the city;
  • election of the Chairperson of the Petrozavodsk City Council, deputy Chairpersons of the Petrozavodsk City Council and chairmen of the standing commissions and their release from their duties;
  • approval of the structure of the Administration of the Petrozavodsk city district on the proposal of the Head of the Petrozavodsk city district;
  • approval of the structure, staffing of the apparatus of the Petrozavodsk City Council;
  • deciding on the appointment of a local referendum;
  • coordination of the appointment of candidates for the posts of Deputy Heads of Administration of the Petrozavodsk City District;
  • approval of provisions on symbols, awards, honorary titles of the Petrozavodsk urban district;
  • early termination of powers of deputies in cases stipulated by the legislation of the Russian Federation, with the exception of cases of early termination of powers of the Petrozavodsk City Council and recall of a deputy by voters;
  • summarizing the requests and proposals of voters and monitoring their implementation;
  • approval of standards for the consumption of utilities, with the exception of standards for the consumption of utilities for electricity and gas;
  • other issues referred by the Constitution of the Russian Federation, federal laws and other legal acts of the Russian Federation and the Republic of Karelia to the powers of representative bodies of local self-government, as well as other issues referred by the Charter of the city to the competence of the Petrozavodsk City Council.
