Joetsu ( 上 越 市 Joetsu-shi ) is a special city in Japan located in the southwestern part of Niigata Prefecture . It was founded on April 29, 1974 , by combining the cities of Takada and Naoetsu . The area of the city is 973.61 km² [1] , the population is 197,795 people (August 1, 2014) [2] , the population density is 203.16 people / km².

January 1, 2005, the city included settlements from various counties in Japan :
- Higashikubiki County - the village of Yasuzuka and the villages of Maki, Oshima and Uragawar;
- Nakakubiki County - the villages of Takura , Kakizaki, Ogata and Yoshikawa, the villages of Kiyosato, Kubiki, Nakago and Sanva;
- Nisikubiki County - Nadati Village.
History
The city of Joetsu was the ancient capital of the province of Etigo . During the Sengoku period, Kasugayama Castle was a significant base for daimyo such as Uesugi Kenshin .
Theodore von Lerch , an Austrian major who worked as an instructor in the Japanese army, began to implement skiing at a military base in Joetsu after the Russo-Japanese war .
Climate
Joetsu set a record for the largest snowfall in Japan (3.77 meters on February 26, 1945).
