Biography
- In 1974 he graduated from the Chelyabinsk Polytechnic Institute. Lenin Komsomol.
- In 1989 he graduated from the Sverdlovsk Higher Party School. PhD in Economics. The topic of the dissertation is “Institutional Prerequisites for Improving Resource Energy Efficiency in the Russian Economy”.
- In 1975 - 1977 he worked as a senior engineer, head of the sector, head of the department of design bureau of the Chelyabinsk regional executive committee.
- 1977 - 1979 - Director of the Electron plant.
- 1979 - 1985 - head of the sector of the Chelyabinsk Regional Committee of the CPSU.
- 1985 - 2003 - General Director of AOZT Electron.
In 2003, he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation from the electoral association "Party" UNITY "and" FATHERLAND "- United Russia." Member of the United Russia Faction. Member of the State Duma Committee on Economic Policy, Entrepreneurship and Tourism.
On December 2, 2007, he was elected as a deputy of the State Duma of the fifth convocation as part of the federal list of candidates nominated by the United Russia Political Party.
In 2008, he was elected president of the Union of manufacturers of road construction equipment . He is a member of the State Duma Committee on Economic Policy and Entrepreneurship.
One of the most consistent supporters of increasing the share of Russian industry in infrastructure projects implemented with the participation of natural monopolies and other large companies. According to Georgy Lazarev, in the conditions of the global financial crisis, the task of creating the Union of Construction and Road Engineering Manufacturers at the end of last year is to develop measures to protect the interests of Russian enterprises. It is necessary for the Union of manufacturers of road construction equipment to create such conditions so that our road construction equipment does not experience competition from foreign manufacturers at least in the domestic market.
