Name Origin

At the beginning of the 20th century, the street was called Dubasovskaya - in honor of the Governor-General, member of the State Council Fyodor Dubasov (1845-1912), who during the 1905 revolution participated in the suppression of the December armed uprising of workers in Moscow and for this reason called the "executioner of the Russian revolution" .

In 1924 it was renamed in honor of the worker of the 2nd Armored Plant , a participant in the October Revolution, the Bolshevik Vasily Khromov (1892-1920), who participated in the battles for the Alekseyev Military School and the cadet corps and died in the civil war [1] .

A rare historical building for this district of Moscow is a local visual accent [2] . Its first floor is brick, the second, including decorative elements, is completely made of wood [2] . The initial volume of the building was built in the 1900s as a building of a weaving factory; production was located on the first floor, and residential and office premises [2] [3] on the second. In 1913, the factory, together with equipment and tools, was acquired by the owners of the Isakov G.G. heirs, G.I. and P.I. Isakov, the owners of the trading house, after which they began production of woolen scarf goods.

In the 1920s, the building, as one of the few brick buildings in the district, was adapted for the fire department, for this, a three-story tower was added on the north side (the upper wooden floor was lost between 1971 and 1981). After the Fire Station No. 18 moved in 1995, a car service was located in the building, then for several years it was empty and destroyed [4] .

Since 2014, the plot was leased by Magnit LLC for a long-term lease. It decided to demolish the old building and erect on the site a six-story office and business center with a total area of ​​more than 5 thousand mΒ². By the end of the year, public hearings were held and the GPZU was issued to demolish the existing and build a new facility. In order to protect the historical building, in September 2015 an application was submitted to the Department of Cultural Heritage of Moscow , in February 2016 the building was recognized as an identified object of cultural heritage [2] [5] . In October 2016, the second, wooden floor of the monument, almost completely burned out as a result of arson [6] . Magnit LLC is actively lobbying for the removal of the building from protection and its demolition [4] . In August 2017, an act of state historical and cultural examination was submitted for public discussion [7] , in October, by the Order of the Moscow City Heritage, the building of the fire department was included in the unified state register of OKN (historical and cultural monuments) of the peoples of the Russian Federation as an OKN of regional significance (monument), approved the boundaries of its territory and the subject of protection [8] . In the summer of 2018, by decision of the arbitration court, the Moscow City Heritage succeeded in coercing the owner to conduct priority work on the monument. Earlier, the owner of this monument LLC Magnit was issued an order to carry out repair and restoration work. In connection with the failure to comply with the order, the Department also filed a lawsuit, which the Arbitration Court granted. [9] In August 2018, an order of the Moscow City Heritage approved the protection obligation of the owner or other legal owner of the OKN. [10]
