Electoral law is a set of state law governing the organization and conduct of elections of senior officials , representative bodies of state power and bodies of local self-government .
The rules of suffrage are contained in the following sources:
- Constitution of the Russian Federation (Articles 32, 81, 96, 130);
- federal law on the election of the President of the Russian Federation ;
- federal laws on the procedure for the formation of the Federation Council and the election of deputies of the State Duma of the Federal Assembly ;
- normative acts of territories, regions, cities of federal significance, autonomous region , autonomous regions on elections to the corresponding representative bodies of state power;
- normative acts of district, city, district in the city government bodies on elections to local governments.
Normative legal acts on elections consolidate the principles of suffrage , which are understood as the fundamental principles of organization and conduct of elections. These principles include:
- universal suffrage
- equal suffrage
- direct elections
- secret ballot .

- Federal Law of January 10, 2003 No. 19-ФЗ “On the Election of the President of the Russian Federation”;
- Federal Law of February 22, 2014 No. 20-ФЗ “On the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation”;
- Federal Law of October 6, 1999 No. 184-ФЗ “On General Principles of Organization of Legislative (Representative) and Executive Government Agencies of the Subjects of the Russian Federation”;
- Federal Law of October 6, 2003 No. 131-ФЗ “On General Principles of the Organization of Local Self-Government in the Russian Federation”.
Also, the features of elections to the representative bodies of individual constituent entities of the Russian Federation and municipalities are determined, respectively, by the laws of the constituent entities of the Russian Federation and regulations of municipalities based on the basic principles established by federal law.
