Sibirsky is an urban-type settlement in the Pervomaisky district of the Altai Territory of Russia . It is a closed administrative-territorial formation of the Siberian village [2] [3] [4] , which forms the urban district of ZATO Siberian, created in 2005 [5] [6] . The basis for the status of ZATO is the location of the 35th Red Banner Orders of Kutuzov and Alexander Nevsky of the Strategic Missile Forces Division.

Geography
ZATO Siberian is located in the north-east of the Altai Territory, on the R-256 federal highway, about 44 km from Barnaul . There are five streets in the village: Kedrovaya, Pobedy, 40 years of the Strategic Missile Forces, Builders, School and Sunny Square.
History
The history of the village begins in 1979, when the commander-in-chief of the missile forces, at that time the army general and then the chief artillery marshal V.F. Tolubko , decided to place a military facility in the vicinity of Tsaplino station. Construction work began in 1980, the first residents lived in wagons and tents. In 1982, work was underway on the construction of residential buildings, as well as barracks and special structures with the aim of timely putting on alert the first missile regiment. November 3, 1982 built the first house for officers of the first regiment on Victory Street, 6.
ZATO received the status of ZATO on the basis of a decree of the President of the Russian Federation of November 23, 1995.
The name itself was given spontaneously. Later they tried to change it, announced a competition for the best name of the village, but the original took root.
In October 2001, an Orthodox church was built in one of the New Altai architects in a sensitive village. Since the division of missile forces is located in Siberian, the temple was given the corresponding name: Holy Great Martyr Barbara , the patroness of rocketry.
According to the results of 2004, Sibirsky was recognized as the winner of the contest "The Best Municipal Formation of the Territory" in the seventh group due to the achieved high level of its socio-economic development. In 2005, in the “City District” group of this so prestigious regional competition, the city district won the right to be called the best municipal formation in Altai Krai for the second time. According to the results of 2007, the first place was awarded in the regional contest for improvement in the nomination "The most comfortable city in the region".
In 2009, a prize was awarded for achieving the best performance indicators of the local government of the Altai Territory in the field of education and health.
In December 2009, on the eve of the 50th anniversary of the Strategic Missile Forces, the grand opening of the new 156-apartment building took place, the housewarming party of which was celebrated mainly by families of young military and civilian specialists. In 2009, the ZATO Siberian urban district was recognized as the best in the region in the field of education and healthcare for achieving the best indicators of the effectiveness of local government.
In 2010, Siberian became the venue for the first regional festival of family creativity "My family is the pearl of Altai."
In the year of the 30th anniversary, the ZATO Siberian city district found its official symbols: coat of arms and flag. The emblem is based on emblems directly related to the symbols of the Strategic Missile Forces. The bows are present in the coat of arms not only as “launchers” for “arrow-missiles”, the bow is one of the oldest heraldic emblems of Siberia. Its use in is a direct indication of the name of the city.
The emblem of the leaf in the emblem is present not so much as an indication that the city has huge green areas, it directly indicates the name of the missile system, which is on combat duty today, symbolizing the past, present and future of the missile forces, with which the fate of ZATO is inextricably linked. The coat of arms is crowned with the municipal crown of dignity of the established standard for the urban district, which has the status of ZATO: a golden tower with five visible teeth, each of which is completed with two small teeth.
The flag is a green flag, the width and length of which are correlated as 2: 3, in the center of the flag there is an image of emblems from the coat of arms of ZATO.
In 2011, at the municipal level, within the framework of the Year of Sports and Healthy Lifestyle, two citywide competitions “Best Trainer of the Year” and “Best Athlete of the Year” were held, the regulation on social support measures for young professionals working in the field of health care, education, physical culture and sports, which from now on receive a monthly allowance of 5 thousand rubles from the local budget as a measure of social support.
2012 was held under the slogan "Time to be a patriot!". At the state level, 2012 was the Year of Russian history, the military-patriotic club "Tiger" was revived, a coordinating council for disabled people and a council of fathers were created.
On December 13, 2012, by the order of the Main Department of Education and Youth Policy of the Altai Krai Administration, the regional experimental site was approved as part of a network project based on eight educational institutions of the ZATO Sibirsky city district on the topic “Integration of the activities of educational institutions of a military town (educational cluster) as a condition for positive socialization of a child” .
In 2013, two representatives of ZATO Siberian, primary school teacher Marina Aleksandrovna Trefilova and gynecologist at the city hospital Nina Nikolayevna Polkovich won regional competitions as part of the implementation of the priority national projects Education and Health Care. In the nomination “Warmth of the parental heart”, the Karasev family raising four adoptive children became the winner of the regional competition for a grant from the governor of Altai Krai in the relay race of the parental feat “Warm the warmth of the parental heart”.
The central event was the commissioning of a kindergarten for 225 places, which took place on December 17, on the Day of the Strategic Missile Forces.
In the same year, the master plan of the urban district of ZATO Siberian was approved.
For the first time, two young families from Sibirsky became owners of the Certificates of the right to receive social payments for the purchase and construction of housing as part of the implementation of two programs - “Providing housing for young families in the Altai Territory” in 2011-2015 and “Providing housing for young families in the urban municipality "Siberian Closed Administrative Territorial Unit (ZATO Siberian) for 2012-2015."
In 2014, a multifunctional center was opened, where more than 60 federal and regional services are provided.
On November 21, 2014, the Sphinx system began to operate in the secondary school, providing access control to the building both by electronic passes and by biometric data.
In 2014, many actions of kindness and mercy were held. For the first time in Siberian in the last week of March, “Spring Good Week” was announced at the initiative of the Council of Women and with the support of the Administration of the Siberian Closed Administrative Cluster in order to provide targeted assistance to families in difficult situations [7] .
The main achievements of 2015: the city district was awarded the title “Best ZATO Strategic Missile Forces” for the second time, the 35th Red Banner Order of Kutuzov and Alexander Nevsky, the missile division, took the first place among the Strategic Missile Forces’s exercises and was awarded the challenge pennant “The Best Strategic Missile Forces ", the best missile regiment in the Strategic Missile Forces recognized Guards Kenigsberg Red Banner Order of Kutuzov missile regiment.
The main achievement of 2016: ZATO Siberian for the third time became the best ZATO of the Strategic Missile Forces, by decision of the commander of the Strategic Missile Forces, Colonel General S.V. Karakayev’s rolling pennant remains in ZATO forever. The second achievement is that in 2015 the missile division was the best in the Strategic Missile Forces, and the division commander, Major General S.A. Talatynnik became the best division commander in the missile forces. Another achievement is that for the second year in a row the second missile regiment under the command of Colonel I.A. Kamagurova was recognized as the best missile regiment of the Strategic Missile Forces.
On September 1, 2017, instead of three kindergartens, a single kindergarten began to operate [8] .

Authorities
The Council of Deputies has been operating since 1996. On September 13, 2015, a new composition of the deputy corps was elected, consisting of 16 deputies. Under him, a youth parliament was created. The head of the closed administrative district city Siberian district (chairman of the council of deputies) is Sergey Ivanovich Dikikh, who was elected from the council of deputies on September 22, 2015. Executive power is carried out by the administration of ZATO Siberian city district. On October 20, 2015, Sergei Mikhailovich Drachev was appointed head of the administration [15] . Since that time, the Council of Deputies of the ZATO SATO Siberian District has been headed by Sergey Ivanovich Dikikh. He was elected the head of the city district from the composition of the Council of Deputies of ZATO Siberian, and exercises authority on an intermittent basis [16] .
Infrastructure, Culture, and Education
There are 7 municipal unitary enterprises and 15 municipal institutions, 129 small and medium-sized enterprises in the village, a hospital complex equipped with modern medical equipment has been built.
There are two kindergartens, two general educational institutions: primary and secondary schools, as well as four institutions of additional education - Children's and Youth Center "Rostock", sports club "Romantic", children's music school, cultural school "Renaissance", as well as the House of Culture "Crystal", ZATO Siberian History Museum, theater-studio "Dance Planet". On the territory of ZATO is located the Altai Cadet Corps, the sports complex “Breeze”, the house of culture “Crystal”, the museum of the history of the ZATO Siberian [17] .
