Surkov, Mikhail Semenovich

Mikhail Semenovich Surkov (born December 2, 1945 ) is a Russian statesman and politician. Member of the State Duma of the second convocation (1995-1999), member of the Communist Party faction . He served as People's Deputy of the USSR (1989-1991), member of the Politburo of the Central Committee of the CPSU (1991), member of the Presidium of the Central Committee (CEC) of the Communist Party in 1993-1997, Secretary of the Central Committee of the Communist Party in 1997-2000, auditor of the Accounts Chamber of the Russian Federation (2000 —2007).

Biography

In November 1960, he began working as an apprentice fitter. Since 1965 he served in the ranks of the armed forces. In 1977 he graduated from the Military-Political Academy. V.I. Lenin . He served in the Leningrad , Moscow and Transcaucasian military districts. Head of the Political Department of the Combined Arms Army (1988-1990). Since November 1990 - Executive Secretary of the Party Commission at the Main Political Administration of the Soviet Army and Navy. In 1990-1991 - Secretary of the All-Army Party Committee of the CPSU.

In 1989-1991 - People's Deputy of the USSR. He was elected in the national territorial district No. 396 of the Armenian SSR. He was a member of the Deputy Group of Communists, deputy groups "Fatherland" and "Union" [1] . Member of the CPSU since 1968. From July 1990 - member of the CPSU Central Committee , from April 25 to August 23, 1991 - member of the Politburo of the CPSU Central Committee . The delegate of the XXVIII Congress of the CPSU and the XIX All-Union Conference of the CPSU.

Member of the Central Committee (CEC) of the Communist Party since 1993, member of the Presidium of the Central Committee (CEC) of the Communist Party from March 20, 1993 to April 20, 1997, at the IV Congress of the Communist Party on April 20, 1997, was elected secretary of the Central Committee of the Communist Party, worked in this capacity until December 3, 2000 .

In 1995, he was elected to the State Duma of the second convocation in the federal district. He joined the Communist Party faction . He was deputy chairman of the defense committee. He was one of the developers of federal laws: “On Military Service and Military Duty”, “On Defense”; draft laws “On Alternative Civil Service”, “On the Liability of Military Personnel” and others [2] .

In September 1999, he resigned from parliament in connection with the appointment of the head of the apparatus of the Accounts Chamber of the Russian Federation . In 2000, at the suggestion of the Communist Party faction in the State Duma, he was appointed auditor of the Accounts Chamber. He headed the direction for controlling the federal budget expenditures at the Ministry of Internal Affairs of Russia , EMERCOM of Russia , and the Federal Border Guard Service of Russia . Dismissed ahead of schedule on February 18, 2005. March 18, 2005 reappointed auditor at the suggestion of the Communist Party faction. In 2007, the State Duma dismissed him from the post of auditor of his own free will due to his state of health [3] . His place was taken by the former chief state registrar Sergey Movchan [4] [5] .

Since 2008 - Chairman of the Board of Directors of Interregional Investment Bank [6] .

As of July 2012, he was vice-president of the company NPK Geotechnology CJSC, as well as the chairman of the board of directors of Primorsoloto CJSC.

Awards and titles

Lieutenant General of the reserve. He was awarded three orders, ten medals. Doctor of Economics , professor (the topic of the dissertation is “Military-economic security of Russia in the face of growing threats of anthropogenic nature”). The author of several publications on the problems of national security of Russia.
