He studied at the Tomsk Polytechnic Institute , was a member of the local organization of the Association of Modern Architects .
In 1928, at the invitation of M. Ya. Ginzburg, he gave a report on his activities at the OCA Congress and published an article in the journal Modern Architecture .
In 1929, he completed the graduation project of the Soviet Communist Avant-garde House of Anzhero-Sudzhensk (1929), which was based on the ideas of the "scientific organization of life."
In the 1930s, this project was severely criticized for “extremist social ideas”, which during the creation of the project were generally accepted and officially supported by the authorities.
Since the early 1930s, Kuzmin lives in Novosibirsk , works in Sibstrin . Designs a number of buildings in the style of post-constructivism : the main building of Sibstrin (1933, rebuilt in 1953), the morphological building of the medical institute on the territory of the 1st city hospital (1936), the House of Social Development (1936–1942), in 1941 was occupied by the evacuated Novosibirsk Scientific Research Institute-39, rebuilt in 1952), the Oblplan house (1939).
Subsequently, he proposed a number of innovations related to new constructions of buildings and structures, including the residential complex, mounted with volumetric blocks and sections using airships (1960s), a low-rise building with lightweight wall construction.
