Biography
Born on December 6, 1951 in the village of Rekova, Abrensky district (now Vilyaksky krai ) in a family of collective farmers . In 1959 - 1963 He studied at the Ergl primary school of the Balva district , in 1963-1970 - at the Rekovskaya secondary school, in 1975 he graduated from the Faculty of Foreign Languages of the Latvian State University with a degree in philology, teacher of English and literature. Also in graduate school, Leningrad State University studied the history and theory of pedagogy. From 1975 to 1989 He was an English teacher at Tilzh secondary school and Tilzh boarding school in Balvi district.
In 1978 he was admitted to the National Geographic Society of the United States.
In 1985 - 1990 He was a regular correspondent for Skolotāju Avīze (Teachers' Newspaper).
Since 1988 , during Atmoda ( Third Awakening ), Y. Tsybuls was engaged in political activities, from 1989-1990. He was the chairman of the branch of the Popular Front of Latvia in the Balvi region, from 1989 to 1992 . - Member of the Council of People's Deputies of the Balvi district.
In 1990, he was elected a delegate to the Civil Congress of the Republic of Latvia , in 1989-1991. was a member of the LSDLP , in 1990 was elected to the Supreme Council of the LatSSR .
He worked in the Foreign Affairs Commission, later in the Commission on Public Education, Science and Culture, as well as in the Latgale Working Group. Since 1994, he was a senior lecturer in the Department of External Relations and Press, then Deputy Head of the Department of External Relations of the Office for Naturalization of the Republic of Lithuania.
He worked at the Center for Terminology and Translation as editor of the Document Translation Division of the European Union and editor of the NATO Document Translation Division.
In 1995 he was admitted to the society of Maledicta (Society for World Verbal Aggression) and Amici Linguarum ("Friends of Languages")
Together with Lydia Leikuma, he wrote the Latin alphabet book (1992) and the textbook on the grammar of the Latgalian language Vasals! (2003). Collects primers from different languages of the world .
Y. Tsybuls has published more than 400 articles in periodicals and collections in Latgalian, Latvian, Russian , English, Danish and French , including many articles on the rights of the Latgalian language. The merits of Jura Tsybuls in raising the status of the Latgalian language in Latvia are significant.
In 2000, Jurs Tsybuls was awarded the Order of Three Stars of the III degree, as well as a memorable badge of the participant in the 1991 barricades .
Primer collection
Jurs Tsybuls collected about 8400 primers from 216 countries and regions in 1039 languages and dialects . The Tsybuls collection was exhibited 170 times [1] in museums, schools, libraries, clubs of Latvia , and also in 1987 in Moscow at the All-Union Exhibition of Achievements of National Economy , where the collection was awarded a silver medal. In 2006, the collection was exhibited in Thessaloniki ( Greece ), in 2011 in Pskov ( Russia ), in 2012 in Orsha and Grodno ( Belarus ).
In 2011, he was recognized as the winner of the World Festival of the Russian Language and as such received a ticket to one of the five most beloved cities in the world - St. Petersburg [2] .
“For each person, their mother tongue is the most beautiful. Learning a native language in early childhood is a crucial factor for a person to be aware of their roots. I believe that all children should be taught in their native language, regardless of the status this language has at a certain historical moment - the state language or dialect, dialect. ” Jurs Tsybuls [2] .

KGB Collaboration
On December 20, 2018, the National Archives of Latvia published some of the previously classified documents of the KGB of the Latvian SSR . Among the KGB agents is a teacher of Tylzh cf. School Tsibulis Yuris Bronislavovich, recruited on May 5, 1978 by an employee of the Balvi district department. The operational pseudonym of the publicist was Ingrid [3] . At the time of publication, the documents of the archive did not disclose the circumstances of the recruitment and the degree of real cooperation with the special services.
