Biography

My father was a teacher of radio engineering at a military school, the author of a number of textbooks for cadets. Mother, a mathematician by training, worked as a graphic artist at the Nauka publishing house. Grandfather is a scientist, he graduated from the Faculty of Biology of St. Petersburg University, an honorary citizen of St. Petersburg [2] .

He graduated from eight classes in 410 secondary school of Pushkin, studied in the same class as Sergei Mironov , with whom he lived in the same entrance [2] . He won in mathematical olympiads. He studied in grades 9–10 at the physics and mathematics school No. 239 of Leningrad (one of the three leading specialized schools in the city), which he graduated in 1970 [2] [3] .

In 1976 he graduated from the Physics Department of the A. A. Zhdanov Leningrad State University . He studied on the same course with Vladimir Churov . Then he graduated from graduate school (he did not defend his dissertation).

After graduating from Leningrad State University, he worked as a researcher at the Vavilov State Optical Institute, then as a director of a teenage camp.

He was elected to the Komsomol committee, then switched to Komsomol work - he was an instructor in the Leningrad city committee of the Komsomol , cultural department of the Leningrad regional committee of the Komsomol, instructor, head of the department of work with creative youth of the Department of Culture of the Central Committee of the Komsomol .

In 1991 he worked at the All-Union Central Council of Trade Unions .

He graduated from the Academy of Social Sciences (GA) under the Central Committee of the CPSU , and in 1991 - graduate school at GA. He was a member of the CPSU until it was banned in August 1991 .

He graduated from the Academy of Public Administration.

In 1991, he established Klyuch-S Company LLP , and from 1991 to 2002, he was the general director of the Klyuch-S Publishing House.

In April 1999, together with Alexander Podlesov and legal entities “NOIPA Society”, CJSC “STRONEKS” and CJSC “Kolchan” established LLC Investment Company (IC) IBH (IBH), A. Podlesov became its General Director.

In 2002-2006 - First Deputy Chairman, Chairman of the Central Executive Committee of the Russian Party of Life (RPG).

In 2004, he headed the election headquarters of S. M. Mironov in the presidential election .

In 2006, he was elected to the Presidium of the Central Council of the party "Fair Russia: Homeland / Pensioners / Life" . Secretary of the Politburo of the Presidium of the Central Council of Just Russia.

In 2007 - General Director of Russian Life magazine.

In 2007, according to the party list of the Just Russia: Homeland / Pensioners / Life party, he was elected to the V State Duma .

Head of the Just Russia: Homeland / Pensioners / Life faction , member of the State Duma Committee on Science and High Technology.

In October 2009, he headed the list of "Fair Russia" in the elections to the Moscow City Duma . Despite participating in the list of many popular politicians, the party suffered a crushing defeat (5.52%) and did not get into the regional parliament [4] .

At the Fifth Congress of "Fair Russia" on April 16, 2011, he was elected chairman of the party (after the early termination of powers of Sergei Mironov). According to the party’s charter, the party’s chairman is engaged in party work. The chairman of the chamber of deputies, who was Sergei Mironov , could reverse any decision of any party body, including the party chairman [5] .

On June 14, 2011, he resigned as head of the Just Russia: Homeland / Pensioners / Life faction , transferring them to Sergey Mironov .

On December 21, 2011, at the first plenary meeting of the VI State Duma of the Russian Federation, he was elected deputy chairman of the State Duma from the faction of the Just Russia party.

On June 19, 2013 he was nominated by Just Russia as a candidate for the election of Moscow Mayor [6] . On September 8, on a single voting day, 2.79% (64,778 votes) of voters received the last place.

On February 24, 2016, by a resolution of the State Duma, he was appointed a member of the Central Election Commission .

Resonance appearances in the State Duma of Russia

  • March 13, 2012 called on the United Russia party to wage an honest political struggle. In particular, N.V. Levichev said:

“We will help you clean your ranks from crooks and thieves, and we will force the local authorities to work honestly and have a dialogue with the opposition, and not lick, excuse me, the ass of the authorities, wiping it with embellished ballots”

These his words provoked the indignation of the deputies from "United Russia". The State Duma Ethics Commission proposed depriving N.V. Levichev of the right to speak at plenary meetings of the chamber until the end of the spring session.

  • On May 8, 2012, he sharply criticized D. A. Medvedev at a plenary meeting at which the latter’s candidacy for the post of Prime Minister was considered. In particular, N.V. Levichev said:

“Can you call the modern market economy the prevailing interweaving of shadow practices and mutual responsibility? Access to economic, social and political resources is provided not by general laws and norms, but by personal and clan ties ... Feudal governorship, islands of authoritarianism, where lawlessness reigns and political servility is imposed, will never give free, active and creative citizens. ”

  • On August 6, 2019, as a member of the CEC, at a meeting of the CEC working group regarding the consideration of complaints by candidates to the Moscow City Duma for not admitting elections, N.V. Levichev stated:

“If you are in an opposition party, you should always make an amendment, as I say, a former, acting politician, from my own experience, I always have to make an allowance for the barrier being a little higher for you.”
