In February 1980, under the scientific supervision of V.V. Lazarev and D.I. Doctoral dissertation : “Sources of Russian constitutional law: Issues of theory and methodology” (2000), specialty 12.00.02 - “Constitutional law, municipal law”, Saratov State Academy of Law . Under the guidance of E. V. Kolesnikov, a significant number of dissertations were defended for the degree of candidate of legal sciences in the specialty 12.00.02 - “Constitutional Law, Municipal Law”, a certain direction in the science of constitutional law has developed.

Research

From November 1975 to August 1983 he taught the theory of state and law, Soviet state law, state law of foreign countries at the legal department (later - the faculty of law of the Mordovian State University named after N.P. Ogarev (Saransk), and from August 1983 - At the Saratov Law Institute (now the Saratov State Law Academy) .In October 1988, he became an assistant professor, then professor at the Department of Constitutional and International Law of the Saratov State Law Academy , and lectured on Russian to constitutional law, constitutional law of foreign countries, and also conducted a special course “Constitutional Law of the CIS Member Countries.” EV Kolesnikov is engaged in research on topical issues in the theory of constitutional law. He has published about 70 published works - articles, theses, reviews, monographs and others. From the general theoretical positions in his works, the system of sources of Russian constitutional law at the present stage is analyzed; the special role of the Russian Constitution as the basis of constitutionality, legality and the domestic legal system has been clarified; the typology of laws and parliamentary acts is considered; The subordinate nature of decrees of the President of the Russian Federation, decrees of the Russian Government, acts of executive bodies of state power of the subject of the Federation and local authorities is shown. The author was one of the first to analyze the role of the domestic treaty as a regulator of constitutional relations. Recently, in his writings, attention has been paid to a new source of law - the decisions of the Constitutional Court of the Russian Federation and the bodies of constitutional control (supervision) of the subjects of the Federation.
