The Great Russian Order is one of the institutions of the Moscow central administration of the 17th century . Since 1688, he concentrated in himself the affairs of managing the South Russian settlements along the southern outskirts of the Moscow state and composing special regiments within the framework of the Belgorod regiment, and later the Belgorod province : Akhtyrsky , Sumy , Kharkov and Izyumsky . These regiments were called Sloboda, or, collectively, Sloboda Ukraine .
