The administrative center is the village of Verkhniy Bemyzh .
Founded in 2004 [3] as a result of the reform of local self-government , the predecessor is the Verkhnebemyzhsky Village Council.

Geographical data
Located in the southeast of the district, bordered by:
- in the north with a Sarkuz rural settlement
- in the east with the Starokarkyzhsky rural settlement
- in the south with Bemyzhsky rural settlement
- in the west with Baldeyevsky rural settlement
Rivers flow through the settlement territory: Bemyzhka and Arvaz . The settlement area is 19,216 hectares.

History
The Verkhnemezhzhsky village council of the Trotskaya volost of the Mozhginsky district was formed in 1924 [10] . As a result of the zoning in 1929, the Trotskaya volost was liquidated and part of its village councils, including Verkhnemezhzhsky, were transferred to the Grakhovsky district . In 1935, within the borders of the previously existing Trotsky parish, the Bemyzhsky region was formed [11] . On November 27, 1956, the Bemyzhsky District was abolished and the village council was transferred to the Kiznersk District [12] . In 2004, the Verkhnebemyzhsky village council was transformed into a Verkhnebemyzhsky rural settlement.
