Biography

Born in 1757, came from the nobility of the Kiev province . He was brought up at the Kiev-Mohyla Academy , and on January 1, 1772 he decided to serve in the Kharkov Hussar Regiment as a company quartermaster; On May 1, 1780 he was transferred by the auditor to the St. Petersburg Dragoon Regiment and, promoted to second lieutenant , was appointed secretary to the headquarters of the general-chief (later field marshal ) of Prince H. V. Repnin on 13 May and at one time managed his estates; September 24, 1784 Pankratiev became the adjutant of the prince.

During this time, Pankratyev gained great combat experience: he went on campaigns in the years 1772-1773 against the Turks , in 1776 and 1778 went against the Kubans in the Crimea, in 1779 he was in a battle at the Salgir River and in the campaign against the Turks he fought near Ochakov , where for the difference was made December 14, 1789 in seconds, majors.

On May 1, 1794, Pankratiev was fired from military service with the rank of colonel and was then appointed the first director of the State Loan Bank, but on October 23, 1795 he was appointed chief commander in the Nerchinsk region , where, in addition to managing the military and civilian units, he was in charge of other local mines .

Soon, on November 21, 1796, Pankratiev was transferred to St. Petersburg as vice-governor, on December 24, 1797 he was appointed, already with the rank of state councilor , senior adviser to the Subsidiary Bank for the Nobility established by Emperor Paul I ; On March 3, 1798, he was granted the status of State Councilors , and on July 14, 1800, became Privy Councilors .

Finally, on June 4, 1801, he was appointed St. Petersburg Civil Governor , and on July 19, 1802 he was transferred to the same post in Kiev , where he remained until the end of his life.

Pankratiev was one of the noblest and most honest administrators of his time. Known, for example, is his fruitful activity as a Kiev governor. Caring for the improvement of the city entrusted to him, Pankratiev built several buildings in Kiev (for example, stone public places), increased the income of the Order of public charity, set up two almshouses, a house for the insane, a workhouse, improved hospitals and an invalid house, built a bridge to Kievopechersk, water pipes , began the guest house, and in 1809 transformed the Mezhigorsk faience factory (near Kiev), which later became famous. In 1803, he presented at the highest discretion his thoughts on strengthening her funds; his opinions were approved by Emperor Alexander I , and the factory began to bring significant revenue to the treasury. Pankratiev took it under his direct supervision, invited good Russian craftsmen and made sure that the products of this factory were comparable in quality to foreign ones. Also, Pankratiev compiled a note about rumors that reached him about the desire to transform the Kiev Theological Academy into a gymnasium and introduce teaching in Polish in it. Pankratiev, in his note, was an ardent defender of her identity and argued the need to leave her teaching in Russian. This note is printed in the 1st book, “Readings in the Moscow Society of History and Antiquities” for 1861 (p. 166-172).

Pankratiev died in Kiev on March 13, 1810, and was buried in the Kirillovsky Monastery next to his wife, Elizaveta Ivanovna Litka (died on November 9, 1809), who was the native aunt of Count F.P. Litke . The whole city gathered at Pankratiev’s funeral, carrying it to the monastery itself; the famous Kiev preacher and Vitia John Levanda and the chairman of the Civil Court K.N. Proskur said a warm word over the grave. The latter’s speech, translated from Polish , was then published in the Bulletin of Europe .

To characterize Pankratiev, it’s interesting, among other things, that in 1808 the Kiev provincial marshal, on behalf of all the nobility there, offered Pankratiev a gold, worth 24 thousand rubles, a snuffbox on which was shown with diamonds: “for virtues and labors from the Kiev gentry” .

His son Nikita Petrovich Pankratiev (1788-1836) - adjutant general, lieutenant general, chief of staff of the Separate Caucasian Corps, commander of troops in the Caucasus, the Warsaw Military Governor, chairman of the Supreme Military Criminal Court of the Kingdom of Poland.
